<br />November 15, 2004 <br /> <br />Page <br /> <br />670 <br /> <br />(D) INFORMAL PUBLIC COMMENTS <br /> <br />Chairman Freeman opened the meeting for Informal Comments at 6: 53 p. m. <br />There was no one present to address the Board, and Chairman Freeman closed <br />that portion of the meeting. <br /> <br />(E) OLD BUSINESS <br /> <br />(E-l) <br /> <br />Justice Center Update <br /> <br />Kelly sifford, Community Development Manager, updated Board members on <br />the progress of the Justice Center proj ect including: surveying, schematic <br />design, geotechnical work, and appraisals. She stated the schematic design is <br />scheduled for completion in December. <br /> <br />John Day, County Manager, reported that several design scenarios for the <br />jail would be presented for the Board's consideration and for public comment <br />in the near future. He suggested expansion of the project to include space <br />for the Board of Elections, stating he had observed several accessibility and <br />safety issues during the recent election due to the location and nature of <br />the current building and the growth in the County's voting population. Mr. <br />Day said he had asked the architects to look at how the space for the Board <br />of Elections could be incorporated into the design of the new jail facility. <br />The architects will present their findings and recommendations at the next <br />meeting of the jail design review committee. <br /> <br />Further, Mr. Day advised that inspectors with the North Carolina <br />Department of Health and Human Services, Division of Facility Services - Jail <br />and Detention Section had strongly suggested the County consider temporary <br />housing for its inmate overpopulation until the jail facility is completed. <br />He said staff had looked at two potential locations, the building on the <br />corner of Union and Corban Streets and the old exhibit hall at the former <br />fairgrounds property. Mr. Day stated the building on Union/Corban was not <br />suitable but there was a possibility the old exhibit hall could be converted <br />to temporary jail space. He said a structure with a metal truss ceiling, <br />such as an old grocery store, would work well in this type of situation. In <br />conclusion, Mr. Day stated staff would continue to look for a building that <br />could be used as an interim jail facility and would update the Board on the <br />most cost effective option. <br /> <br />Mr. Day commended the Board of Elections and its staff for an excellent <br />job during the November 2nd election. <br /> <br />(F) CONSENT AGENDA <br /> <br />(F-l) N. C. Governor's Highway Safety Program - Local Government Resolution <br />for a Federal Grant for the Cabarrus County Sheriff's Office <br /> <br />The North Carolina Governor's Highway Safety Program has awarded the <br />Cabarrus County Sheriff's office a federal grant in the amount of $39,244.00. <br /> <br />UPON MOTION of Commissioner Carpenter, seconded by Commissioner <br />Privette and unanimously carried, the Board adopted the following resolution <br />and budget amendment. <br /> <br />Resolution No. 2004-41 <br /> <br />North Carolina Governor's Highway Safety Program <br />Local Governmental Resolution <br />Form GHSP-06-A <br /> <br />WHEREAS, the Cabarrus County Sheriff's Department (herein called the <br />uAgency") has completed an application contract for traffic safety funding; <br />and that the Cabarrus County Board of Commissioners (herein called the <br />"Governing Body") has thoroughly considered the problem identified and has <br />reviewed the project as described in the contract; <br /> <br />THEREFORE, NOW BE IT RESOLVED BY THE CABARRUS COUNTY BOARD OF COMMISSIONERS <br />IN OPEN MEETING ASSEMBLED IN THE CITY OF CONCORD, NORTH CAROLINA, THIS 15TH <br />DAY OF NOVEMBER, 2004, AS FOLLOWS: <br /> <br />1. That the proj ect referenced above is in the best interest of the <br />Governing Body and the general public; and <br /> <br />2. That Sheriff D. B. Riley is authorized to file, on behalf of the <br />Governing Body, an application contract in the form prescribed by the <br />Governor's Highway Safety Program for federal funding in the amount of <br />
