November 15, 2004 Page 673 BUDGET REVISION/AMENDMENT REQUEST DEPARTMENT OF EMERGENCY MANAGEMENT AMOUNT: $500,000.00 TYPE OF ADJUSTMENT: Supplemental Request PURPOSE OF REQUEST: To appropriate the Department of Crime Control and Public Safety Cabarrus County Towers - 2004 grant via the State Homeland Security Grant Program of the U. S. Department of Homeland Security. Grant funding will be utilized to construct two emergency service radio communications towers and service buildings. One tower will be located in the Midland area and the second tower will be in the northwest portion of the county (Concord Mills Area) . These funds are to be used to equip Cabarrus County first responder agencies with equipment for response to terrorist or Weapons of Mass Destruction (WMD) incidents. This grant has been designed for communications related equipment. A County Communications Committee consisting of representatives of all county public safety responders will prioritize equipment needs in conjunction with an assessment of needs previously completed. The grant allocation will create and promote a Citizen Corps Council and create a Community Emergency Response Team (CERT). These funds are to be used for City and County Citizen Corps Councils for training and education of citizens in disaster preparedness. The Community Emergency Response Teams will be trained and equipped to deal with emergency situations in their neighborhoods and in the work place until First Responders arrive.
