Cabarrus County Public Library
Provide a bilingual staff member whose primary responsibilities include outreach and
programming in Spanish, as well as aiding library administration in improving overall services to
the Hispanic community.
Due to the lack of Spanish speaking abilities among staff, the library currently offers no recurring
services in Spanish, such as computer classes, story times, or career labs. The primary responsibilities of
this added position would include planning and conducting these programs. With the addition of a part -
time Bilingual Library Assistant, the library would offer at least one program in Spanish per month after
beginning employment, for an estimated total of 10 programs minimum during the project year, with
the goal of an average of 5 attendees per program minimum.
To ensure knowledge of the library's Spanish services were widespread, outreach will also be a
key component of the Bilingual Library Assistant position. Identified locations would include churches,
schools and preschools, local businesses, and area organizations with high need (Cabarrus Health
Alliance, Department of Human Services, etc.). Outreach services will include workshops, pop -up
libraries, and mobile services, with the goal of at least one outreach event scheduled per month for a
total of 10 events.
• Increase English language literacy services to ESOL /LEP identifying individuals in the community
including group language classes, digital literacy workshops, and bilingual family programs.
CCPL currently works with the Cabarrus Literacy Council (CLC) in providing space and resources
for language tutors, ESOL classes, and other specialized services. Although the Council has had great
success with ESOL tutoring and group classes —there are currently 3 active group classes and 130
individuals —other organizations and students are currently on a wait list, as no other community
organization provides free literacy services for Spanish - speaking adults. With the library intending to
bring all current services offered by the CLC under its realm of service, the demand necessitates an
increase in programs offered.
Recruitment of new tutors —and appropriate training of current tutors —would be a primary
focus, with the goal of matching at least 80% of students with a tutor (currently there are enough tutors
to serve about 60% of students). The Cabarrus Literacy Council, CCPL's partner in this project, has
agreed to assist in these efforts through drives at their major fundraisers, hosted events, and
community networking opportunities. Another desired metric is the expansion of community classes
EZ Literacy & Lifelong Lea ning e,t number 1 \n
G -4 Page 224
