Description: Even though it is the consensus that a high school diploma or
GED is a bottom line necessity, and the starting point toward additional
training or employment, in some instances, recipients who do not have these
may benefit from education that is directly job-related. This would not be
common, but an employer may have need of some educational ability that
would not require a high school diploma or GED, and could contract with the
community college to provide it. The Work First recipient identified could
enroll in this program in order to qualify for the job.
b. Provision: This activity would be provided by employers who need special
abilities and who contract with the community college to provide the needed
education to acquire these abilities. Compliance with attendance and
satisfactory performance would be monitored no less than monthly, or at an
interval determined by the social worker, by an attendance/performance sheet
signed by the school official.
c. Supportive Services
1. Case Management
a. Description: The Family Support Specialist is the primary coordinator of all
services provided to the recipient. They must have a wide knowledge of
community partners. From the beginning of the process, the case manager
works with the recipient to move them toward independence, when at all
possible. The work of the Family Support Specialist consists of arranging for
services, coordinating these services, counseling, and training in job readiness,
assisting in crisis situations, and helping with financial and time management.
In areas where a recipient has been sanctioned due to non-compliance with
Work First requirements, the Family Support Specialist will maintain contact
for three months to ensure that the children in the home are not being
deprived.
Page 8 1 19
Attachment number 1 \n
F-7 Page 81
