b. Provision: The Family Support Specialist will be case manager of the case, <br /> and will be the primary provider of the above supportive services. <br /> c. Location: Most services under case management will take place in one of <br /> two places, DHS or the recipients' homes. In some instance, it is conceivable <br /> that it may occur in school or the workplace. <br /> 2. Child Care <br /> a. Description: Childcare will be available as funding permits for all Work First <br /> recipients. If needed, Block Grant funding can be used to purchase this <br /> service. <br /> b. Provision: Staff of the Daycare Unit at the Department of Human Services <br /> will manage childcare assistance. They will receive a referral from the Family <br /> Support Specialist and will take and process the application for childcare, after <br /> giving the recipient counseling and the choice of providers for the care. <br /> c. Location: Childcare assistance will be located at DHS. <br /> 3. Work-Related Expenses and Participation Expenses <br /> a. Description: Work-related and participation expenses for Work First <br /> recipients are costs that can be incurred and are directly related to obtaining <br /> and maintaining a job, as determined by the Family Support Specialist. These <br /> expenses can consist of. clothing for work and interviews, tools, uniforms, <br /> daycare registration, car repairs, car insurance, and tires. It is understood that <br /> these are one-time expenses, and should not be provided if, by the Family <br /> Support Specialist's determination, that this will be ongoing, and will be <br /> needed on a regular basis to maintain employment. Other work-related and <br /> participation expenses can be approved, on an as needed and assessed basis, <br /> and approved by the Work First Supervisor or Program Administrator. <br /> b. Provision: Work-related and participation expenses will be provided by a <br /> number of suppliers of these services. The Department has accounts with <br /> several providers of these services. <br /> c. Location: The locations for the provision of work-related and participation <br /> expenses are found at various places around the county. <br /> 4. Transportation <br /> a. Description: Transportation for job seeking and work is an absolute necessity <br /> for Work First recipients. If they do not have access to a vehicle, the Work <br /> First program will pay for transportation for them once they obtain a job, and <br /> are stabilized on that job, which has been determined to be 30 days from the <br /> date of employment or up to 90 days if recipient is receiving Job Bonus <br /> benefits. <br /> b. Provision: Presently, Cabarrus County has a county run transportation <br /> system, Cabarrus County Transport Service (CCTS), as well as a public bus <br /> system, C-K Rider. Taxis are utilized as well when necessary. <br /> c.
