Advocating for themselves is probably <br /> the most beneficial thing for them that they can learn. <br /> b. Provision: The service is provided by the Family Support Specialist. <br /> c. Location: In most cases, the service will be provided at DHS. In some <br /> instances it could be at the location of a debt that is owed. <br /> IV. Administration <br /> A. Authority <br /> Cabarrus County will be a Standard County for the Work First Program, as decided <br /> by the Board of Commissioners at its September 22, 2008 meeting. The Cabarrus <br /> County Board of Commissioners has delegated the authority to operate the program <br /> to the Director of the Department of Human Services. The Board of Commissioners <br /> does recognize that it is accountable for its duties under the Work First Program. <br /> B. Organization <br /> Cabarrus County DHS has a comprehensive system for intercepting and dealing with <br /> active and potential welfare recipients. It is addressed in the following way for each <br /> function listed below. <br /> 1. Intake: Family Support Specialist will make appointments; provide orientation, <br /> screen and take applications for the Work First program in Cabarrus County. <br /> When a potential Work First recipient requests cash assistance at the reception <br /> area, they are scheduled for Intake. At intake, they are seen by a Family Support <br /> Specialist, where they are assessed for needs and provided short-term services, <br /> when appropriate, to avoid an application for inappropriate cash assistance. The <br /> potential recipient is also referred to Medicaid and,when requested, Food and <br /> Nutrition benefits. <br /> 2. Emergency Assistance: Emergency assistance is provided when there is an <br /> actual employment related crisis situation involving the family. The Family <br /> Support Specialists, who are cross trained in crisis assistance, will complete the <br /> EA assessment and provide assistance. <br /> 3. Employability Assessment: The Family Support Specialists complete the <br /> Employability Assessment for those active Work First recipients who apply for <br /> and are now receiving Work First Cash Assistance. <br /> 4. Employment Services: Employment Services are provided by the Family <br /> Support Specialist. <br /> 5. Other Supportive Services: The Crisis/Work First Unit in the Adult and Aging <br /> Division provide other supportive services at DHS. External supportive services <br /> are provided by the various agencies and departments named earlier in the <br /> Supportive Services Section. <br /> 6.
