E. Substance Abuse Services <br /> The Family Support Specialist utilizes substance abuse screening tools identified by <br /> DMH/DD/SAS on all recipients who apply for WFFA or those who are `child only' <br /> cases. The Family Support Specialist completes the screening and assesses the need <br /> to refer. The procedure for the following scenarios is as follows: <br /> • If the assessment is negative (no evidence of substance abuse), the recipient signs <br /> the release form in the event that they should develop a problem during the time <br /> they are WFFA recipients. This release allows the Family Support Specialist to <br /> make referrals to the identified agencies and also to allow follow-up with agencies <br /> to assure that the recipient is complying with recommended treatment provided by <br /> the counselor as indicated in the Mutual Responsibility Agreement <br /> (MRA)/Outcome Plan. <br /> • If the assessment is positive (evidence of substance abuse), the Family Support <br /> Specialist has the recipient to sign the release form(same as stated above) <br /> completes a referral form and schedules an appointment for the recipient with a <br /> Qualified Professional in Substance Abuse (QPSA)to complete an in depth <br /> substance abuse assessment. The QPSA will make any recommended treatment <br /> referrals to other treatment facilities, and will be the point of contact for the <br /> Family Support Specialist in following up as to the recipients compliance with <br /> recommended treatment. <br /> • If the assessment is negative, but the Family Support Specialist suspects by <br /> actions, appearance, and conduct that some substance abuse may be present, the <br /> Substance Abuse Screening Tool is used. If the result of this is positive, the <br /> recipient is referred to the QPSA following the same procedures as set out in the <br /> previous bullet. <br /> F. Family Violence Option <br /> The Notification of Family Violence Option form is reviewed with each recipient <br /> assessed in Work First, with the exception of`child-only' cases. <br /> If the Family Support Specialist has a recipient with a confirmed domestic violence <br /> issue, domestic violence funds can be used to assist them. i.e.: Domestic Violence <br /> Court Order or the recipient is referred from Cabarrus Victims Assistance Network <br /> (CYAN) <br /> If the issues are unconfirmed, a referral from DHS to CVAN can be made <br /> immediately assisting the client in connecting with CYAN, and upon the completion <br /> of a domestic violence assessment by CVAN, and CVAN confirms the domestic <br /> violence situation with DHS, the domestic violence funds may be used to assist the <br /> recipient. <br /> Family Support Specialist can refer a recipient to CVAN and allow the recipient to <br /> make their own call to that organization. <br /> The recipient can be offered and may choose other options such as counseling <br /> through Cardinal Innovations or private counseling. <br /> Page 13 1 19 <br /> Attachment number 1 \n <br /> F-7 Page 86 <br />
