POTENTIAL ENHANCEMENTS TO THE EXISTING <br />MANAGEMENT AND OPERATION OF THE COMMUNITY <br />TRANSIT SYSTEM <br />The scope of work for the CTSP is organized to allow the "understanding" of the system to <br />naturally flow into the potential enhancements to the existing management and operation <br />of the community transit system, including descriptions of advantages and disadvantages of <br />each identified potential service and/or organizational enhancement and the preliminary <br />costs associated with each of those potential recommendations. <br />In order to meet the scope objectives of the CTSP, this section must develop: <br />• Alternatives that are meaningful to citizens and more specifically to the traditional <br />users, e.g., low- income individuals, elderly persons, and/or persons with disabilities <br />• Integration with other federal and state programs supporting public and human <br />service transportation <br />• Access to a seamless transportation network across geographies, jurisdictions, and <br />connectivity of transportation services throughout the state <br />• Efficient and effective service within the guidelines and funding levels provided by <br />local, state and federal partners <br />Several themes emerged in the analysis and development of management and service <br />alternatives that will end up being key evaluation criteria for the long list of administrative <br />strategies, service efficiency and delivery alternatives, and coordination efforts that need <br />reflection throughout the planning process: <br />• The instability created by changing demographic jurisdictions, contractual <br />arrangements, pending Medicaid brokerage procedures, and the associated financial <br />impacts <br />• Varied factors leading to lower efficiency of the current CCTS service delivery <br />• Lack of voluntary regional and internal coordination with other transportation <br />providers <br />• More focus on general public access with emphasis on the three E's - employment, <br />education, and economic development, while still serving the principle needs of the <br />Department of Health and Human Services and Adults and Aging clients, e.g. now <br />combined under new DHS. <br />Acknowledging that it is not feasible from a funding or operational perspective to <br />implement all of the potential recommendations within the CTSP planning timeframe, <br />particularly new /expanded service, a preliminary list of potential service <br />enhancements /additions was assembled to solicit reaction from the general public before <br />Attachment number 1 \n <br />F -3 Page 121 <br />
