These are presented as <br />recommendations throughout the following sections. <br />6.1 ADMINISTRATION AND MANAGEMENT OF THE TRANSIT SYSTEM <br />This section analyzes and summarizes the CCTS administration and management <br />structure, considering: the CCTS mission; organizational structure; policies and budget <br />structure; fare and financial structure, pricing, and public funding; marketing and public <br />involvement strategies; and service gaps. <br />6.2 ANALYZING THE CCTS MISSION <br />The currently stated Cabarrus County Transportation Service mission is "to promote an <br />independent lifestyle that empowers individuals to overcome transportation barriers <br />by providing safe and reliable transportation services that enable all eligible <br />individuals to access medical care, essential services, and resources that improve <br />their quality of life (emphasis added)." <br />The observations below suggest that the mission may need re- examining. <br />• A major theme of the Cabarrus County Locally Coordinated Human Service — Public <br />Transportation Plan (LCP)f was the lack of public awareness on how to use the <br />current services and how to direct the qualified customer to the correct agency for <br />transportation. It was agreed by the stakeholders at the Summit that trying to <br />navigate between all the various choices can be overwhelming to some citizens and a <br />better job needs to be done in directing them to correct places and sources of <br />information. In many of the policies that were reviewed for this study, the riders <br />were referred to as "clients "; this cements the idea that only those who are certified <br />and/or funneled through an agency have access to CCTS transportation. <br />• Currently, the Cabarrus County DHS determines eligibility for 89% of all the <br />ridership (see Figure 14). The single agency domination intensified when Cabarrus <br />County Adult and Aging Services, the Department of Social Services and Home and <br />Community Care Block Grant Program (HCCBG) were consolidated in 2012 to <br />create the large umbrella DHS. Thereafter both DSS and Aging began using CCTS <br />services exclusively. CCTS determines eligibility for the rest. <br />1 Note: The bulk of the contents within the LCP on file arc from the original 2006 group session. Thereafter, COTS has referred to the <br />document that came out of the `transportation summit' of 2008 as the updated LCP of 2008.
