No portion of the range or associated Safety Fan shall be closer than 1500 feet to <br />any exterior property line. <br />d. No portion of the range or associated Safety Fan shall be closer than 2500 feet to <br />any existing residential dwelling, institutional use or building. <br />e. Ingress and egress to the site and to the range area shall be secured and controlled <br />to prevent unregulated entrance to the facility and the target area. <br />f. The entire property shall be posted every 100 feet at the property line with signage <br />indicating there is a shooting range located on the property. <br />g. Elevations for the range area, from shooter to target, shall be constructed to prevent <br />rounds from being fired over the berm, and shall be shown on the site plan. <br />h. The complete layout of each range, including, shooting stations or firing lines, target <br />areas, shot -fall zones, backstops, and berms, shall be shown on the site <br />development plan. <br />i. The development plan shall also identify the Safety Fan for each firing range. The <br />Safety Fan shall include the area necessary to contain all projectiles, including direct <br />fire and ricochet. The Safety Fan configuration shall be based on evidence and <br />address the design effectiveness of berms, overhead baffles or other safety barriers <br />to contain projectiles to the Safety Fan area. <br />j. Shots fired on site, whether on range or in air, shall be contained entirely on the site. <br />Clay pieces associated with in air target practice shall also be contained entirely on <br />the site. <br />k. All local, state and federal permits shall be issued prior to zoning permitting. <br />I. The owner /operator of the range shall be required to carry liability insurance with a <br />minimum policy limit of $3,000,000.00 per occurrence. Such insurance shall name <br />Cabarrus County as an additional insured and shall contain a provision that the <br />insurance may not be cancelled or modified except upon 30 days prior written notice <br />to the County. Such policy shall provide coverage that holds the County and its <br />elected and appointed officials and its em yees harmless from and against all <br />claims, demands, losses and expenses of o y kind or nature, including the costs of <br />defense and attorney fees, in favor of any person, arising from the ownership, <br />operation or existence of the range. <br />m. Ranges shall be designed in accordance with industry standards as described in The <br />National Rifle Association (NRA) Range Source Book. <br />n. Ranges shall use Best Management Practices for Lead Management. See EPA Best <br />Management Practices for Lead at Outdoor Shooting Ranges (EPA- 902 -B -01 -001). <br />31. Sports and Recreation Instruction or Camps <br />Agriculture /Open and Countryside Residential districts <br />a. A complete description of the facility including but not limited to: <br />o Hours and days of operation <br />o Total number of employees, both full -time and part -time <br />o Projected number of users per weekday and weekend days <br />o Types of accessory uses, if any, envisioned on the site <br />o Any and all other relevant information that will help describe the facility <br />b.
