Agency Name Community Services Block Grant Program Fiscal Year 2012 -13 Application for Funding Form 210 Agency Strategy for Eliminating Poverty Planning Period: _0710112010-0613012011 Section I: Identification of the Problem (use additional sheets if necessary) 1. Give the Poverty Cause name, rank the poverty cause(s) and identify which one(s) the agency will address. Identifying factors that contribute to low- income families. 2. Describe the poverty cause(s) in detail in the community with appropriate statistical data. Explain why the problem exists. Identify the segment of the population and give the number of people experiencing the problem. Explain how the persons are adversely affected. Rowan and Cabarrus Counties has experienced several factory closings over the past couple of years. This has impacted our service area tremendously and has caused the unemployment rate to soar. The current unemployment rate for Rowan County is 11.3° or seven thousand seven hundred and sixty one (7,761) people that are receiving benefits and the rate for Cabarrus County is IT/ "r seven thousand six hundred and sixty people (7,660). The homeless rate has also increased, with people migrating in from other service area which had made our shelters over - crowded. This impact has caused families to live in cars, abandoried homes or wherever they can find shelter. Rowan County has ninety seven (97) people that are homeless and three hundred and eighty one (181) families living in at risk housing. Cabarrus County has one hundred and forty six people (146) that are homeless and one hundred and sixty five (165) families living in at risk housing. Families are at risk because of lack of jobs, education, and limited job skills. Over the last year Rowan County has experienced two hundred and seventy six (276) drop outs and Cabarrus County has had two hundred and fifteen (215). This group of people along with the homeless, unemployed and underemployed are at risk of violence, drugs, alcohol, have poor decision making skills, and cannot meet the basic needs for their family. Salisbury-Rowan Community Action Agency, Inc. feels that it is necessary to operate the Self Sufficiency Program so that we are able to address the issue in the forefront and challenge families to become self - sufficient. We want our families to have the opportunity to live in the housing of their choice, obtain education, job training skills, gain meaningful employment, and become assets to their community. Resources Available: Agency Resources: Salisbury-Rowan Community Action Agency will partner with Rowan and Cabarrus County Department of Social Services, Rowan Helping Ministries, Cooperative Christian Ministries, Rowan and Cabarrus County Salvation Army and various other faith based, and non- profit organization, so that we are able to serve our clients more efficiently.
