Zoning <br />The site is presently classified as Parks and Open Space in the Center City District. This zoning <br />accommodates the proposed use. <br />Attached Documentation: Letter from City of Concord Planning Department <br />Parking <br />The Downtown Concord Municipal Service District presently contains over 2,200 parking spaces to <br />support the retail, professional, governmental, and recreational uses mixed throughout Historic <br />Downtown Concord. The Downtown is pedestrian oriented, and it is common for visitors and employees <br />to walk one to two blocks to their destination. The existing parking infrastructure will be sufficient for <br />the Rotary Square site. <br />Safety and Loitering Issues Related to the Courthouse /Jail /Intersection <br />The lack of seating significantly reduces the potential for loitering, and the passibility of this space being <br />used by courthouse guests (accused offenders waiting for their trial) is also significantly reduced by the <br />lack of seating. In the end it will be similar to what exists today, only with the addition of a farmers' market <br />pavilion and an aesthetic water feature. Along the street sides (north and west sides) of the property will <br />be a decorative low fence to provide a visual and physical definition of the edge of the property. The low <br />fence will be metal and thin, it will not be of any design that would provide a seating option. <br />Cost /Fundraising /Timelines <br />Based on the present conceptual elevation and site plan the project is estimated to cost $345,000. Tap <br />fees for water and sewer services would be incorporated into the construction costs of the project. All <br />funds for the construction of this project will be raised by the Concord Rotary Club. Fundraising will take <br />place throughout 2012 with construction beginning in early 2013. The farmers' market and square will <br />be operational by June of 2013. Fundraising efforts will incorporate a combination of private sponsors, <br />raffles, in -kind donations, and grants. Construction will not begin until funding for the entire project has <br />been obtained. <br />Construction Management <br />A licensed general contractor will be hired by the Concord Rotary Club to build out this project. A project <br />manager frorn the Concord Rotary Club will be designated to serve as the single point of contact for the <br />club throughout construction. <br />Operational Costs <br />The Concord Rotary Club requests that the City of Concord pay for the utilities (water, sewer, and <br />electricity) used in the day to day operation of the site. Based on an estimated schedule of operation of <br />360 hours per month the cost of water is estimated to be $268.39 per month. Electricity is estimated to <br />cost $160.00 per month. There would be a stormwater fee based upon final impervious area of less <br />than $22.00 per month. Cabarrus County presently maintains and insures the site.
