This includes filing the required number of copies of the <br />proposed site plan and any other materials required for the application to be considered <br />complete, as determined during the pre - application meeting (See Step 1). <br />eengply with the fell <br />Step 3 The pruJeLL I5 uistr'IDULuu Le review aytAiLLI UiiLi uiiii rents are returneu ray Staff to <br />the Applicant regarding changes or revisions needed to the proposed plan and /or <br />application materials. <br />Step 4 When revisions are submitted, approved, and the plan and application materials <br />conform to the applicable ordinances, the revised complete application is presented to the <br />Planning and Zoning Commission, acting as Board of Adjustment, for consideration. <br />Applications for a Conditional Use must demonstrate compliance with the €e+4ewing general <br />standards of review. Additionally Conditional Uses must: <br />a. Maintain or enhance the public health, safety and general welfare if located where <br />proposed, developed and operated according to the plan as submitted; <br />b. Maintain or enhance the value of contiguous property (unless the use is a public <br />necessity, in which case the use need not do so); <br />c. Assure the adequacy of: <br />• Sewage disposal facilities <br />• Solid waste and water facilities <br />• Police, fire and rescue squad protection <br />• Schools <br />• Transportation systems "within and around the site) and <br />• other public facilities <br />d. Comply with the general plans for the physical development of the County as <br />embodied in these regulations or in the Land Use Plans adopted by the ,,_'barrus <br />County Board of Commissioners. <br />- - - !71!rrttA.'nL,.,1!rRSi7!Z,■.rl . rrsT_P■ -"- R ..!■!!1!!,"TSSrs, <br />Special conditions arrived at by the Planning and Zoning Commission <br />When the Commission finds that circumstances relating to a particular use warrant more <br />requirements, in addition to those listed in connection with the use, the Commission may <br />attach necessary conditions such as time limitations, requirements that one or more <br />things be done before the request can be initiated or nprmits ohtained andi or conditions <br />of a continuing nature. These may include other requirements like as such as <br />screening, landscaping, lighting, size and location of signs, etc. <br />To summarize, conditional uses are subject to both general and specific requirements, <br />rather than being automatically permitted.
