When seasonal fluctuations are controlled for by examining a twelve month average unemployment rate, <br />Orange County (6.4 %) has the lowest rate. Aside from Orange, Currituck (6.6 %), Gates (7.3 %) and Chatham <br />(7.3 %) had rates below 7.5 %. Graham, Scotland, Edgecombe, and Rutherford had 12 -month rates exceeding <br />15 %. The median 12 -month county unemployment rate was 10.7 %, down from 10.9% in September. <br />Preliminary data suggest: <br />• for the year -to -date monthly average nonfarm employment is at 2001 levels. <br />• Since last month (September 2010) North Carolina no net change in nonfarm payroll jobs. <br />o The Leisure and Hospitality sector lost 4,000 jobs, likely due to the end of the summer vacation season. <br />o Government and financial Activities also lost more than 1,000 jobs during the month. <br />• Over the past twelve months the state has experienced an increase in employment of almost 26,000 jobs. <br />• The Government, Professional & Business Services, and Education & Health Services sectors all <br />experienced significant gains. <br />• Construction and Other Services have experienced the largest employment decline. <br />• Since the start of the recession the state has lost a net of 267,800 non -farm jobs. <br />o Manufacturing, Construction, and Trade, Transportation & Utilities have lost more than 60,000 jobs. <br />U.S. Bureau of Labor Statistics, Economy at a Glance Data, Nonfarm Wage and Salary Employment <br />The number of combined announced closings and layoffs' decreased significantly between September and <br />October.
