1 <br />' <br />Kent County Building Authority <br />Wednesday, July 7, 2010 <br />Page 4 <br />' <br />Mr. Hudenko <br />added that llic Midsialeilnnovisit relationship is new; it has only been in <br />operation for two years. I-ic added that the transition team tried their hardest to get the <br />system to work because of the price difference, bill many of Midstate/hnnovisit's <br />' <br />answer$ to questions Nverc that "they could make changes to make it %work" a certain <br />way and that is just not good enough. The Shefiff's Dept. needs a consistent, working <br />' <br />video Visitation Systclll. <br />Mr. Jano stated exhaustive research has been done to explain why this additional <br />' <br />expense is necessary for tile system. <br />Mr. Simponds moved to award the purchase of the 1P Based Video Visitation <br />System for the Correctional Facility and Expansion Project to Stanley Convergent <br />' <br />Securih Solutions at a cost of $733,835.00. <br />Supported by ilr. Pestica. <br />Motion carried unanimously. <br />' <br />(B) Floorin T <br />' <br />Ms. Rensland stated staff is reconnnending the bid for flooring be awarded to River <br />City Flooring at a Base Bid of $258,595.00 (witli Bid Bond of $1,861.00). Rilsenla <br />Associates did not reel the bid specifications and withdrew their bid. <br />' <br />(C) Electronic Sccurity <br />Midstale Security submitted the low bid and Stanley Convergent Security Solutions <br />submitted the second low bid. Once again, numerous interviews were conducted and <br />' <br />staff is recommending the bid be awarded to Stanley Convergent Security Solutions. <br />This is for the central control area and Stanley carne to the table very well prepared and <br />understands the scope of the work. <br />' <br />Mr. Hudenko stated this work scope is to include the audio recording of the intercom <br />system as part of the security package. Stanley had this as part of their system set -up <br />' <br />already and Midstate said, "well, we can do that" (but they had not done it before). He <br />also noted that he was worried about the warranty portion of Midstate's bid. <br />Ms. Rensland said Stanley indicated they would give a deduct of $65,000 if they were <br />' <br />awarded both systems (i.e. Electronic Security and Video `visitation), However, Ms. <br />Rensland noted that this was not considered as hart of the recommendation. It was only <br />applied after both recommendations were made. <br />' <br />Mr. Sinlmonds moved to award the flooring bid to River City Flooring at a cost of <br />$258,595.00 (with Bid Bond of 51,861.00) and the Ell lectronic Security System to <br />Stanley Convergent Security Solutions, which includes a 5 -year warranty with <br />operations & maintenance support agreement (Alternate 10 on the bid sheet) at a <br />cost of $897,100.00 (with a Bid Bond or $3,600.00) and Alternate 10 cost of <br />' <br />$52,000.00. <br />Attachment number 1 <br />F -5 <br />
