During that <br />time period, employment averaged 53,084, with a high of 66,978 in 2007 and a low of 39,755 in 1991. <br />The graph raises several questions. Has Cabarrus experienced steady employment growth, or has <br />employment been very volatile and unpredictable over the years? What parts of the local economy <br />have gained or lost employees? Has there been growth in the sectors that pay high wages? Have <br />employment changes been caused by local or external forces? To better understand how Cabarrus <br />relates to the example, review the employment numbers in the eleven major economic sectors that are <br />listed in table 1. <br />
