(c) Parks and Recreation will be responsible for performing all inspections and monitoring of <br />maintenance and repair needs on school park sites and will report needs via the School Dude Program to <br />assure work is being completed in a timely fashion. <br />6. DEPARTMENT EMPLOYMENTIDIRECTOR OF SERVICES The Department <br />shall be under the control and supervision of the Director. The Director will report directly to the <br />Superintendent of the Cabarrus Board ( "Cabarrus Superintendent ") until such time that the County <br />consolidates its maintenance and repair services into the Department. If County consolidation occurs, the <br />Boards and the County will reevaluate the reporting requirements of the Director at that time. <br />(a) The Director will provide written reports to the Cabarrus Superintendent and the <br />Kannapolis City Schools superintendent at least once per quarter. In the event the Director resigns, <br />retires or is terminated, the Superintendents of the Cabarrus and Kannapolis Boards will appoint a new <br />Director who is mutually satisfactory to the County and the Boards. <br />(b) The Cabarrus Board will provide the Director with an enumeration of his responsibilities, <br />including without limitation, monitoring all services set forth as well as services provided under any <br />contract with third parties. <br />7. ANNUAL MAINTENANCE AND REPAIR PLAN The Director is responsible for <br />conducting a survey of the School Facilities and shall use this survey in preparing an annual Maintenance <br />and Repair Plan (the "Plan ") which covers the School Facilities and all responsibilities set forth herein, as <br />well as the status of completing those responsibilities as of the date of the Plan. The Plan will contain the <br />proposed Services schedule and budget for the upcoming fiscal year and shall prioritize all School <br />Facilities repair projects. The Director will present the Plan to the Superintendents for the Boards as part <br />of the "Budget Approval Process" each year of this Agreement. The Plan must receive approval by the <br />Superintendents. The approved Plan will then be presented as a component of the school budget request <br />to the County Manager and the County Board of Commissioners as part of their Budget Approval Process <br />each year. <br />8. MAINTENANCE/REPAIRS FACILITIES IMPROVEMENTS ONLY — SCHOOL <br />PARK FACILITIES <br />(a) The intent of this Agreement is for general maintenance and repairs of current <br />school /park sites only. No expansions or total replacement of any capital improvements will occur <br />without written agreement of the County and the respective Board prior to work being performed. In <br />some instances, it may be prudent to order the replacement of a facility element, instead of general <br />maintenance or repairs; therefore, the respective parties may elect to order total replacement of a facility <br />item, such as an HVAC unit, fence or roof. <br />(b) All athletic game and initial field preparation, such as installing home plates, marking <br />dust/paint, pitching rubbers, bases, and infield dirt will be performed by others (volunteer athletic <br />associations or City/County parks and recreation departments) and is not within the scope of this <br />Agreement. <br />9. FUNDING Implementation of this Agreement is contingent upon the County Board of <br />Commissioners allocating to each Board respectively, for each fiscal year this Agreement is in effect, a <br />minimum of $1,355.00 per pupil in each Board's school system, based upon the per pupil (state certified <br />projected attendance "ADM Numbers ") allocated to each Board. During each year this Agreement is in <br />effect, the Boards will each contribute to the Department funds for the Services (the "Fund ").
