CABARRUS COUNTY FIRE PROTECTION STUDY <br />proposed PSSi proposed project Study Team leader has served as a peer assessor for the <br />Commission on Fire Accreditation International. <br />Public Safety Solutions, Inc. Study Team members have performed Fire, Rescue and EMS <br />assessments and master planning work providing planning assistance in virtually all of the <br />areas outlined in the Cabarrus County RFQ sco of set-vice, including the following specific <br />areas; <br />1. Assessed and made recommendation related to organizational structure, <br />authority, relationships, and coordination; <br />2. Developed and recommended a number of incentive program models for <br />volunteer members; <br />3. Developed and recommended fire, rescue and EMS member recruitment and <br />retention programs to enhance volunteer and combination paid/voluntcer <br />staffing levels; <br />4. Analyzed citizen access to emergency services through emergency dispatch <br />system assessments and recommended opportunities for improvement; <br />5. Assessed dispatch operation, fire and EMS response times, compared to <br />national standards and accepted practices and made recommendations for <br />methods of improvement —in many geographic areas similar to Cabarrus <br />County; <br />6. Assessed existing emergency services public education programs and provided <br />recommendations related to improvement models for consideration; <br />7. Evaluated and made recommendations related to emergency services response <br />zones /areas and recommended improvements, including additional station <br />locations; <br />S. Evaluated fire, rescue and EMS policies, procedures, practices and training <br />programs and recommended improvements for personnel safety and efficiency <br />purposes; <br />9. Analyzed and recommended fire and EMS staffing, facilities, and equipment <br />levels in growing communities similar to Cabarrus County served by volunteer <br />and paid/voluntecr staffed organizations; <br />Upss 5 <br />Attachment number 2 <br />F -4 Page 73 <br />
