CABARRUS COUNTY FIRE PROTECTION STUDY <br />G. The proposed eight -step assessment process includes a comprehensive <br />interview /conference process that is considered by the PSSi Study Team to be <br />the key step in the assessment of fire, rescue and EMS delivery systems; <br />H. The PSSi Study Team has extensive experience in the process of fostering <br />appropriate cooperative service delivery and merger /consolidation options for <br />improved delivery of services; <br />The PSSi Study Team believes that in a diverse fire, rescue and EMS service <br />delivery system, such as that utilized in Cabarrus County, a key organizational <br />philosophy should be that there is "strength through cooperation ". PSSi <br />assessments encourage this philosophy; and, <br />J. The PSSi Study Team members have worked as a team in consulting and a <br />number of other endeavors for more than twenty years, thus fostering <br />consistency in staffing. <br />The quality and extensive experience of the Study Team in the areas outlined above are the <br />primary reasons why PSSi considers it to be well- positioned to provide the best long -range <br />plan for Cabarrus County, North Carolina. <br />ASSIGNED PERSONNEL <br />PSSi staff consists of 12 consultants; three have served as Fire & EMS chiefs and consultants <br />in fire protection, rescue and EMS services. <br />The proposed staff of Public Safety Solutions, Inc. have served as practitioners in public <br />safety —fire, pre - hospital EMS and dispatch. Each consultant has served in local government <br />at the management level; each has advanced degrees; each has lectured at the univcrsity <br />level; and each has served as a fire, emergency medical services and dispatch consultant. <br />Further, each of the proposed staff members has, at different times in their career, been both <br />a volunteer and paid service provider and manager in a volunteer staff -based fire and EMS <br />service delivery agency in a growing community. <br />y p J -,bft $aAry 7 <br />Attachment number 2 <br />F -4 Page 75 <br />
