HARRISBURG AREA LAND USE PLAN <br />Civic/ Institutional <br />Civic /Institutional: Recognizes areas where <br />a public use is appropriate to serve the <br />needs of the overall community. <br />Predominant Use(s): Schools, hospitals, <br />and civic buildings. <br />Characteristics: <br />o Institutional and civic facilities are <br />centrally located within a <br />neighborhood or commercial area to <br />be a focal point and organizing <br />element in such development. <br />o Several neighborhoods may be <br />oriented around a larger institution, <br />such as a high school, centrally located to the <br />broader community that it <br />serves. <br />• Architecture is enhanced by landscaping (existing or planted) to soften the <br />hard edges <br />• Smaller -sized institutions and civic uses are typically accessed via collector <br />streets, while arterials (two- or four -lane) typically serve larger institutions. <br />Mixed Use <br />Mixed Use: Accommodates development <br />that combines commercial, and <br />civic /institutional land uses with a mixture <br />of housing types where supported by <br />infrastructure. <br />Predominant Use(s): Retail, office, multi - <br />tenant (flex space), single - family detached <br />and attached residential, multi - family <br />residential at medium density, and civic <br />and institutional uses. <br />Characteristics: <br />• Uses are seamlessly integrated and <br />may include multi- storey structures <br />that have two or more uses located <br />within them (on separate floors). <br />• Architecture is enhanced by <br />landscaping (existing or planted) to <br />soften the hard edges. <br />The Mixed Use land use category <br />accommodates development that combines <br />two or more compatible uses to create a <br />pedestrian - friendly, compact development <br />pattern where it is supported by <br />infrastructure. <br />• Uses are not separated by buffers. <br />• Located in areas where infrastructure can support it (more intense than other <br />land use categories). <br />• Typically, highways, four -lane divided roads and collector streets are primary <br />form of access, while collector and local streets provide access internal to the <br />development, and curb and gutter is more widely used. <br />PART V: THE HARRISBURG AREA LAND USE MAP <br />AYIGUST 2010 <br />ttachment number 1 <br />G -1 Page 358 <br />The Civic /Institutional land use category <br />recognizes areas where a public land use is <br />appropriate to serve the needs of the <br />community. <br />
