He assured us there was no hazardous waste in the <br />rubble field. <br />Mr. Wallace informed us that the various piles of construction equipment, metal, pipes, etc. were <br />being stored onsite in preparation of developing the site. He stated that the power line that <br />transacts fhe property near the pond was installed for the Coming plant in 1997 or 1998. He said <br />that there is raw sewage from the residential properties along the western border of the subject <br />l site seeping over to the subject site. <br />J Mr. Wallace told us that the south fork of Muddy Creek had been re-routed from its natural <br />channel. He discussed a former hand dug water supply well that was lined with milk quartz that <br />has since been filled in with dirt. The former well was located in the southwest portion of parcel <br />number 5544636383. He also talked about how the southwes# portion of parcel number <br />5544724095 was once going to be used as a feed lot. They had built a lagoon in the area and <br />then decided not to use it for a feed lot. <br />• On October 7, 2008, CESi submitted a request to Ms. Saundra Adcock of the Cabarrus County <br />Emergency Management Department for information regarding environmantai responses in the <br />vicinity of the subject site. We received notification from Mr. Steven i_anger of Cabarrus County <br />Emergency Management on October 13, 2008 that there were no records found for incidents on <br />the subjec# site. A copy of the document is included in Appendix D. <br />This assessment revealed no evidence of recognized environmental conditions in connection <br />with the subject site. <br />2,0 INTRODUCTION <br />2.1 PURPOSE <br />This assessment followed ASTM E 1527-05, S#andard Practice for Environmental Site Assessments: <br />Phase 'f Environmental Site Assessment Process. The purpose of this practice is to identify recognized <br />- environmental conditions and hisforical recognized environmental conditions. The term recognized <br />• environmenfa) conditions means the presence or likely presence of any hazardous substance or <br />1 petroleum products on a property that indicates an existing release, a past release, or a material threat of <br />1 a release of any hazardous substances or petroleum products into s#ructures on a property or info -the <br />ground, groundwater, or surface water of the property. Tha term includes hazardous substances or <br />~ petroleum products even under conditions incompliance with laws. <br />The term historical recognized environmental conditions describes an environmantai condition that in the <br />1 past would have been considered a recognized environmental condition, but which may or may not be <br />J considered a recognized environmenfa! condition currently.
