2.3 SIGNIFICANTASSUMPTIONS <br />Groundwater within the local geologic province is typically contained in an unconfined aquifer (water <br />table). The slope of the water table under static conditions with no pumping interference often <br />approximates the land surface topography. Thus, the interpreted groundwater flow direction is assumed <br />to have a profile similar to the ground surface topography. Perennial surface waters (creeks, streams, <br />rivers, etc.) are assumed to act as a discharge point for groundwater flow. <br />2.4' LIMrfAl1ONS AND EXCEPTIONS OFASSESSMENT <br />In performing this environmental site assessment, CESI has endeavored to observe the degree of care <br />and skill generally exercised by other consultants undertaking similar studies at the same fime, under <br />similar circumstances and conditions, and in the same geographic area. No warranty is expressed or <br />-l implied. It is important that the reader of this report recognize the limitations of the report and the scope <br />l of services that form the basis of the report. These limitations are described herein. <br />CESI cannot state that the site contains no hazardous or toxic materials nor other latent conditions, <br />beyond those noted by its personnel during performance of this assessment and disclosed within this <br />report. The findings of this report are applicable and representative of conditions encountered at fhe <br />subject site at the time of this evaluation, and may not represent conditions at a later date. Subsequent <br />changes in land use or other activities on or near the site could invalidate those findings. <br />The review of public records was limited to that information which was available to CESI at the time this <br />report was prepared. interviews with local and state government authorities were limited to those people <br />whom CESI were able to contact during the preparation of this report. <br />All information was derived from practically reviewable, readily available sources in compliance with the <br />standards set forth by the American Society for Testing and Materials {ASTM) Standard Practice <br />E 1527-05 Phase 9 Environmental Sife Assessment and Reports Requlremenfs. Although this report <br />J satisfies the ASTM E 1527-05 Standard Practice, these results are not a guarantee or warranty that no <br />environmental conditions exist or That the property is free from all contamination. The ASTM Standard <br />was developed to outline appropriate .inquiry into the assessment of real properly and therein "reduce, <br />but not eliminate, uncertainty regarding the potential for recognized environmental conditrons". <br />The opinions presented in this report are based on findings derived from a site reconnaissance of the <br />subject site, a review of specified regulatory records and historical sources, and comments made by <br />interviewees. Generally, information obtained from public records and from interviews is reliable. <br />However, CESI cannot warrant or guarantee that information provided is complete or accurate. !n the <br />evenf responses requested by CESI from public agencies are provided to CESI following the submit#al of <br />our report, They will be reviewed and forwarded to Cabarrus County Parks Department. <br />DataData Gaas: A limitation to the Phase 1 ESA was that the opera#ional hisfory of fhe property was not . <br />--1 traced in five-year intervals. Aerial photographs were not readily available from 1939-1949, 1951-1955, <br />j 1965-1974, 1976-1986, 1988-1992 and 1994-2QQ4. in addition, no City Directories were available for the <br />subject site.
