Co mmerce <br />De partment <br />Memo <br />To: Cabarrus County Board of Commissioners <br />From: Susie Morris, AICP, Planning and Zoning Manager <br />CC: File <br />Date: 7/8/2009 <br />Re: Rocky Glen Subdivision Preliminary Plat Extension Request <br />In response to questions asked at the July 6"' work session, Staff is providing the following summary of <br />information for your reference. <br />Attached you will find the approval letter for the Rocky Glen Preliminary Plat. As the letter states, ten <br />conditions were placed on the preliminary plat approval on July 19, 2007. The conditions of approval <br />are listed below: <br />1. The developer shall enter into a consent agreement with the Cabarrus County Board of <br />Commissioners to address school adequacy. (Schools/APFO) <br />2. The developer will acquire necessary right of way and complete an exclusive left tum lane on <br />Archibald Road with 150' full storage and appropriate tapers. (NCDOT/APFO) <br />3. The developer must obtain an NCDOT driveway permit as well as a performance bond to cover <br />roadway improvements. (NCDOT/APFO) <br />4. The developer agrees to pay Capital Recovery Fees that are collected on behalf of WSACC. <br />(WSACC/APFO) <br />5. Prior to any permit for construction being issued, the developer agrees to enter into a developer <br />agreement with the City of Concord and obtain utility construction plan approval. <br />(CONCORD/APFO) <br />6. The developer agrees to fund and install all necessary water and sewer lines to serve the property. <br />(CONCORD/APFO) <br />7. Developer agrees to meet anti-monotony and architectural standards and shall submit sample <br />elevations of proposed homes prior to the start of the final platting process. In addition, applicant <br />will work with Planning & Zoning Services to provide an architectural inventory for permitting <br />purposes. (PLANNING) <br />8. Fire hydrants in this subdivision must have a minimum flow of at least 1,000 gallons per minute. <br />(FIRE) <br />9.
