(t) Position. A group of current duties and responsibilities, assigned by a competent authority, <br />requiring the full or part-time employment of one person. The existence of a position or its <br />identity does not depend upon its being occupied by an employee. <br />(u) Probationary Employee. A person appointed to a regular position who has not yet completed <br />the probationary period <br />(v) Probationary Period. The required period of time an employee serves upon entering County <br />service before obtaining regular status. <br />(w) Promotion. The reassignment of an employee to an existing position having a higher salary <br />grade than the position from which the reassignment is made. <br />(x) Reclassification. The reassignment of an existing position from one class to another, based on <br />changes in job content such as duty, difficulty, required skills and/or responsibility of the work <br />performed. <br />(y) Regular Employee. An employee in a regular position who has completed their probationary <br />period, and has been approved for continuing employment by the department head and the <br />appointing authority. <br />(z) Regular Position. A position approved by the Board of Commissioners in which the duties and <br />responsibilities are required on a continuous and annually recurring basis, requiring either the <br />full time or part time employment of an individual. <br />(aa) Salary Grade. The range of pay to which all sufficiently comparable positions are assigned. <br />(bb) Salary Range. The minimum and maximum salary for a given classification and includes the <br />job rate (level 31 of the range). <br />(cc) State Personnel Act Em l~ovee. An employee of the Department of Social Services or who <br />participates in an Office of Emergency Management program that receives federal grant-in-aid <br />funds subject to the State Personnel Act. <br />(dd) Temporary Employee. A person appointed to serve in a position for a limited duration, usually <br />not to exceed one year. <br />(ee) Transfer. The reassignment of an employee from one position or department to another. <br />Section 4. Merit Principle <br />All appointments and promotions hereunder shall be made solely on the basis of merit and fitness. All <br />positions requiring the performance of the same duties and fulfillment of the same responsibilities <br />shall be assigned to the same class and the same salary range. No applicant for County employment <br />or employee shall be deprived of employment opportunities or otherwise adversely affected as an <br />employee because of the individual's age, color, disability, national origin, political affiliation, race, <br />religion, or sex. <br />Section 5. Responsibility of Board of County Commissioners <br />The Board of County Commissioners shall establish personnel policies and rules, including <br />classification and pay plans.
