<br />' standards. Long-term recovery may continue for a number of years after a disaster and seeks <br />to return life to normal or improved levels. Recovery activities include, temporary housing, <br />loans or grants, disaster unemployment insurance, reconstruction, and counseling programs. <br />Regional Response Team (RRT) - A team made up of members from various federal and <br />' state agencies that investigate and react to a local emergency of technological origin such <br />as a petroleum spill. The state has seven regional response teams, These teams aze not clean- <br />up crews, but respond to supplement the efforts of local government hazardous materials <br />' teams in incidents beyond the capabilities of the first responders. <br />Release -Any spilling, leaking, pumping, pouring, emitting, emptying, discharging, <br />' injecting, escaping, leaching, dumping, or disposing into the environment (including <br />abandonment or discarding barrels, containers, and other closed receptacles) of any <br />' Hazardous Chemical, Extremely Hazardous Substance, or CERCLA Hazardous <br />Substance. <br />' Risk -The probability that damage to life, property, and the environment will occur. <br />Risk Analysis -Assesses probability of damage (or injury} due to hazardous materials <br />' release and actual damage (or injury) that might occur, in light of the hazard analysis and <br />vulnerability analysis. Some planners may choose to analyze worst-case scenarios. Use the <br />Chemical Prof les in the CEPP technical guidance or a similar guide to obtain information. <br />' SARA - Superfund Amendments and ReauthozxzationAct of 1986 (PL99-499). Extends and <br />revises Superfund authority (in Title I & II). Title III of SARA includes detailed provisions <br />' for community planning and Right-To-Know systems. <br />State Animal Response Team (SART) -interagency state organization organized to <br />' prepare, plan, and respond to animal emez•gencies in the state. SARI is a public-private <br />partnership, joining government agencies with the private concerns to respond to animal <br />issues during disasters. The teams are organized under the auspices of state and local <br />' emergency management utilizing the principles of the Incident Command System (ICS). <br />State Emergency Response Commission (SERC) -, designated by the Governor, <br />' responsible for establishing hazmat planning districts and appointing/overseeing Local <br />Emergency Planning Committees and serves as intermediary between Federal and local <br />officials in SARA compliance. <br /> <br /> <br /> <br /> <br />Self Evacuate -Persons who evacuate before an evacuation is ordered or recommended by <br />proper authority, based on a perceived or actual dangerous situation. <br />Severe Weather Warning - Indicates that a severe weather event is imminent within a <br />certain area.
