<br />Behavioral Healthcare (PBH) to obtain mental health care for residents who need this <br />assistance. PBH refers .clients to mental healthcare providers for treatment. <br />b. During emergency response and recovery operations, PBH will: <br />{1) Provide mental health professionals for treatment of disaster victims at <br />shelter sites and other locations throughout the county. Locate facilities for victims <br />needing critical behavioral health care. <br />{2). Provide crisis counseling and arrange for debriefings and psychological <br />support for emergency workers and other support staff as needed during an emergency <br />situation. <br />VI. CONTINUITY OF GOVERNMENT <br />A. General. Emergency situations could result in disruption of government functions. <br />This possibility requires that all levels of local government and their departments develop <br />and maintain procedures to insure continuity of government. These procedures will <br />indicate the chain of command should an elected official or department head not be <br />available. <br />.i ~ . B. Line of Succession <br />1. The line of succession of the County Board of Commissioners proceeds from <br />the Chairman to the Members of the Board in accordance with County policy. <br />2. Lines of succession for the Emergency Management Coordinator and <br />depai-tment/agency heads with emergency responsibilities are shown in the appropriate <br />annexes to this plan. <br />C. Preservation of Vital Records <br />1. It is the responsibility of the elected officials to insure that alI legal documents of <br />both a public and private nature recorded by designated officials be protected and <br />preserved in accordance with existing laws, statutes, and ordinances. <br />2. Each department/agency is responsible for the preservation of essential records <br />to insure continuity of normal operations during emergency periods. <br />D. Relocation of Government <br />1.
