If the primary Emergency Operations Center is determined inoperable, the <br />governing body will relocate to the alternate Emergency Operations Center facility as <br />3. City/Town governments will relocate to facilities within their jurisdiction <br />capable of providing required support during emergency operations. The County <br />EOC/Sheriffls Department may be able to provide limited housing to other municipal <br />governments during emergencies. <br />VII. ADMINISTRATION AND LOGISTICS. <br />A. General. <br />1. The Cabarrus County Sheriffs Department operates the primary dispatch center <br />for county emergency services. The Communications Center will operate on a continuous <br />basis. The Gommuriications Center dispatches Sheriff s Department personnel, ~. <br />Emergency Medical Services responders and volunteer fire departments for the entire <br />county area. The cities of Concord and Kannapolis provide continuous dispatch services <br />for their emergency services. <br />2. The Emergency Management Coordinator is responsible for the operational <br />readiness of the Emergency Operations Center. He directs operations at the EOC when. <br />activated. <br />B. Records and Reports. <br />1. The Emergency Management staff at the EOC will maintain records of all <br />emergency operations. The EM staff members will maintain a duty journal to record <br />message traffic and a nar~•ative account of operations. The staff will maintain status <br />boards to track the operations and developing situations. <br />2. The Finance Department representative in the EOC will maintain records of all <br />expenditures and obligations during emergency operations. This will include any contract <br />labor, contract equipment, employee overtime hours, county equipment usage and <br />supplies used during operations. <br />C. Consumer Protection. The EOC will refer consumer complaints pertaining to <br />alleged unfair or illegal business practices during emergencies to the State Attorney <br />General's Consumer Protection Division. <br />D. Non-Discrimination. There vaill be no discrimination on grounds of race, color, <br />' religion, nationality, sex, age, or economic status in the execution of disaster <br />preparedness or disaster relief and assistance functions.
