' point during the active life in accordance with the cap requirements in Rule .0543 (c). The <br />updated closure plan will also address the following: <br />^ a description of the cap system and the methods and procedures to be used to install the <br />' cap in accordance with Rule .0543(c); <br />' ^ an estimate of the largest of the C&D landfill unit ever requiring the specified cap system <br />at any time during the active life that is consistent with the drawings in the operation <br />plan or engineering plan or facility plan; <br />^ an estimate of the maximum inventory of wastes ever on-site over the active life of the <br />landfill facility; <br />' a a schedule for completing all activities necessary to satisfy the closure criteria set forth in <br />Rule .0543{c); and <br />^ a cost estimate for closure activities as required under Rule .0546: Financial Assurance <br />Requirements. <br />Rule .0535(a)(1)(E) requires submittal of apost-closure plan prepared in accordance with Rule <br />.0543. Under this task, CDM will revise the current post-closure plan. The revised post-closure <br />' plan will address the following: <br />^ a description of the monitoring and maintenance activities required in Rule .0543(e} for <br />each C&D landfill unit, and the frequency at which these activities will be performed; <br />^ name, address, and telephone number of the person or office to contact about the facility <br />' during the post-closure period; <br />^ a description of the planned uses of the property during the post-closure period; and <br />' ^ a cost estimate for post-closure activities as required under Rule .0546: Financial <br />Assurance Requirements. <br />It will be the responsibility of Cabarrus County to provide all necessary financial assurance <br />instruments for closure/post-closure as required under Rule .0546. <br />t .TASK 9 -MONITORING PLANS <br />Task 9.2 -Groundwater and Surface Water Monitoring Plan <br />CDh1 will prepare a Water Quality Monitoring Plan in accordance with Rule .0544(b) and (c}. <br />' The Water Quality Monitoring Plan will contain two components, a groundwater monitoring <br />plan and a leak detection monitoring plan. The revised Plan will be submitted as part of the <br />Permit to Construct Application. <br />' 9.1.1 -Groundwater Monitoring Plan <br />CDM will prepaze a groundwater monitoring plan that addresses Rule .0544(b} and includes <br />' information on the proposed well locations and construction details. It is anticipated that <br />existing wells CD-4 and CD-5 will be abandoned.
