<br />upgradient well cvi11 be used to monitor existing groundwater contamination conditions at the <br />site. <br />9.1.2 -Surface Water Monitoring Plan <br />CDM will prepare asurface- water monitoring plan. that addresses Rule .0544(c) and includes <br />information on drainage patterns, sample collection, and laboratory analysis requirements. <br />9.1.3 -Leak Detection Monitoring Plan <br />CD1Vi will prepare a leak detection monitoring plan for the proposed piggyback expansion. The <br />monitoring plan will be similar to the groundwater monitoring plan requirements in Rule <br />.0544(b). It is anticipated that there will be a single Leak detection monitoring port that will <br />monitor for leachate accumulation below the piggyback landfill liner sump. ~ <br />This Amendment does not include installation of any groundwater monitoring wells <br />recommended in the revised Groundwater and Surface Water Monitoxing Plan, nor any related <br />sampling, testing, or reporting. A separate amendment will be submitted after receiving the <br />Permit to Construct. <br />Task 9.2 -Gas Control Plan <br />CDNI will prepare the plan in accordance with Rule .0544(d). The gas control plan must ensure <br />that: <br />^ the concentration of methane gas or other explosive gases generated by the facility does <br />not exceed 25 percent of the lower explosive limit in on-site facility structures (excluding <br />gas control or recovery system components); ~ <br />^ the concentration of methane gas or other explosive gases does not exceed the lover <br />explosive Limit for methane or other explosive gases at the facility property boundary; <br />and <br />^ the facility does not release methane gas or other explosive gases in any concentration <br />that can be detected in offsite structures. <br />The gas control plan will include a routine methane monitoring program based on soil <br />conditions, the hydrogeologic conditions under and surrounding the facility, hydraulic <br />conditions on and surrounding the facility, the location of facility structures and property <br />boundaries, and the location of all off-site structures adjacent to property boundaries. This <br />amendment does not include the installation of any gas monitoring wells recommended as part <br />of the monitoring plan nor does it include any sampling or reporting. <br />Task 9.3 -Waste Acceptability Program <br />CDNI will prepare the waste acceptability program in accordance with Rule .054=1(e). The <br />program must detect and prevent the disposal of industrial, hazardous, liquid, municipal solid <br />~vaste and excluded wastes in accordance with the operation plan.
