The plan must address identification, <br />removal, storage and final disposition of the waste. <br />TASK 10 -LOCAL GOVERNMENT APPROVAL <br />In accordance with Rule .0536(c)(1i)(A), approval of the Board of County Commissioners is <br />required for the substantial amendment and maybe in the form of either a resolution or a vote <br />on a motion. A copy of the resolution or minutes of the meeting where the vote was taken must <br />be submitted to the Division as part of the substantial amendment and piggyback expansion <br />Permit to Construct. <br />Task 10.1-Public Meeting, Rule .0536(c}(11)(C) <br />Prior to issuance of approval, Cabarrus County shall hold at least one public meeting to inform <br />the community of the proposed C&D footprint expansion as described in the proposed facility <br />plan. The County shall provide public notice at least 30 days prior to the meeting which must <br />include a legal advertisement placed in a newspaper or newspapers serving the County. The <br />County must notify common border property owners by means of a U.S. Postal Service <br />registered letter, return receipt requested. The notice must provide the date, time and place of <br />the public meeting, and describe the facility plan for the landfill. Mailing must be postmarked a <br />minimum of 30 days prior to the public meeting. Documentation and mailing notices must be <br />provided in the permit. <br />The County will: <br />^ place the Legal advertisement; <br />^ pay the advertisement fee; <br />^ send and verify that common border property owners get notification; <br />^ document all mailings; <br />^ verify the return receipts; <br />^ arrange meeting room and make all arrangements for public meeting; <br />^ invite the SWS; <br />^ moderate meeting; <br />• record meeting either by video or audio as required by the Regulations; and <br />^ provide CDM with all required documentation (including minutes) for permitting. <br />CDM will prepare the legal advertisement and property owner notice.
