Recipients and subrecipients should monitor their efforts to provide language assistance and make <br />changes to language assistance, as appropriate." <br />Note that while the final circular has not been issued, the expectation is that there will be specific <br />guidance on the LEP requirement for recipients (NCDOT) and subrecipients (Cabarrus County). <br />Randy, also note that Cabarrus County excutes the annual certifications and assurances which include <br />the LEP requirements. Finally, the contract/agreementhetween the department and Cabarrus County <br />references compliance with the FTA Master Agreement and incorporates the terms and conditions in the <br />contract/agreement with the county. Refer to Section 12 (i), Access to Services for <br />Persons with Limited English Proficiency. <br />I am copying Sharon Lipscomb, Title VI Program Manager, for the NCDOT.
