include survey of the current waste limits, number of acres to be closed, current side slopes (3:1 <br />vs. 4:1), existing fill contours vs, permitted fill contours and any surface features around the <br />perimeter of the closure area for drainage design. <br />Approximately 14 acres, representing the most recently active C&D waste filling operation, has <br />been identified for closure. The final closure will consist of (from the bottom up) a 12-inch layer of <br />intermediate cover soil, overlain by either 18-inches of compacted low permeability clay soil with <br />a specified maximum permeability of 5 x 10'' or a combined geosynthetic liner/geocomposite <br />drainage layer with 18-inches of protective soil cover (no specified permeability), and finally a 6- <br />inchvegetative soil cover'layer, which would be required for either application. <br />Permitting if required by the SWS during the design phase of the C&D Landfill Closure project <br />(e.g, update of the erosion control plan, permit fees, etc.) is not included under this amendment. <br />CDM will be entitled to additional compensation should permitting be required. Please note <br />that general services during construction are not included under this amendment. General <br />services during construction will be provided under a separate amendment. <br />1. The Basic Services of ENGINEER as described in Section 2 of said Agreement are as <br />follows: <br />TASK 1-PROJECT COORDINATION <br />CDM will provide project management services during design phase of the project. CDM will <br />coordinate with NCDENR regarding progress meetings and review of documents on an as need <br />basis. TMs service will be incorporated in the following tasks during the overall design process. <br />TASK 2 -CLOSURE PLAN AND NOTICE OF INTENT TO CLOSE C&D LANDFILL <br />Under this task, CDM will assist Cabarrus County with notifying the NCDENR Solid Waste <br />Section of the intent to close the existing C&D Landfill in accordance with Section 15A NCAC <br />13B .0543 (c) (4) of the new C&D Solid Waste Regulations. This will be accomplished by <br />inserting a notice of intent to close the C&D unit into the Operating Record. <br />Also included under this task is the preparation of a Closure Plan for the specific C&D unit to be <br />closed in accordance with Permit Condition No. 34 of the recently issued Permit to Operate the <br />Cabarrus County C&D Landfill Expansion dated January 4, 2007. Permit Condition No. 34 states <br />that "A closure plan must be submitted for approval at least 90 days prior to closure or partial <br />closure of any landfill unit. At a m;n;n,um the plan shall address the following: a) design of a <br />final cover system; b) construction and maintenance/operation of the final cover system and <br />erosion control structures; c) surface water, ground water and explosive gas monitoring. This <br />required closure plan is specific to the upcoming C&D Landfill closure and is in addition to the <br />Facility Closure/Post Closure Plan and Financial Assurance requirements specified in Sections <br />15A NCAC 13B .0547(2) of the new C&D Landfill regulations. <br />TASK 3 -DRAFT DESIGN DOCUMENTS <br />Page 2 of 7 <br />~-''1 <br />
