CDM will prepare for review by the County, Draft Design Documents which will constitute a <br />50% design review submittal. The Draft Design Documents will include a preliminary grading <br />plan, design details, other appropriate drawings, and an outline of specifications necessary to <br />define the kinds of materials, type of systems and such other work as may be required. During <br />the draft design process CDM will consider alternate design methods and materials suitable for <br />closure to determine the most cost effective and efficient application. <br />In addition, a construction cost estimate for the project will be prepared and provided by CDM. <br />CDM will utilize construction cost estimators from our construction company subsidiary, CCI, <br />during the project in order to give the County the best information regarding the estimated cost <br />of the project. Cabarrus County will be able to utilize this information in the budgeting process <br />to ensure sufficient funds are available to complete the project. <br />Two weeks after submitting the Draft Design Documents, CDM will meet with Cabarrus <br />County to review and discuss the details of the closure drawings and specifications, along with <br />the overall requirements of the project. At the conclusion of the meeting, it is anticipated that <br />the County will provide written comments to CDM regarding additions, deletions, clarifications <br />and changes that should be incorporated into the Final Design Documents. <br />TASK 4 -GAS COLLECTION/VENTING SYSTEM DESIGN <br />In addition to final closure design, CDM will include in the design a permanent gas collection/ <br />venting system to be incorporated into the closure cap design and construction. Design will <br />include gas collection trenches with passive gas vent risers up through the closure cap. As <br />discussed with the NCDENR Solid Waste Section, this will replace the need for vertical gas wells <br />in waste and will address the need for gas collection and venting following closure of the existing <br />C&D Landfill. This represents additional design services in lieu of the installation of vertical gas <br />wells and costs associated with drilling, gas well installation and CDM field time, as well as <br />reporting, survey, future monitoring, etc. Although originally identified as a separate task in the <br />FY 2007 budget, the proposed gas collection and venting system will now be incorporated into the <br />C&D Landfill closure as a separate design task. This represents an increase over the estimated FY <br />2007 budget for closure design for the reasons stated above. <br />TASK 5 -DESIGN REVIEW MEETINGS <br />During the design process, CDM will conduct two design review meetings, one at 50% design <br />and one at 95 % design to review the design documents with Cabarrus County and incorporate <br />recommended design comments into the Final Design Documents. <br />TASK 6 -FINAL DESIGN DOCUMENTS <br />Following approval of the Draft Design Documents, CDM will prepare working drawings and <br />specifications setting forth the work in detail and prescribing work to be done, including <br />materials; performance requirements; site work; testing requirements; landscaping; bidding <br />information; proposal, contract and bond forms; general and supplementary general conditions <br />for the contract; and any other information required to receive formal bids.
