PBH Local Business Plan 2007 <br />Executive Cabinet Decision Authority includes: Agency priorities; Long term goals and strategies; Approval of annual <br />plan of work; Approvals of Plans: (Clinical Management Plan, Corporate Compliance Plan, Network Development Plan, <br />Risk Management Plan, Cultural Competency Plan, Quality Improvement Plan); Final approval on allocation of <br />financial resources (agency budget); Issues not resolved at a lower level. <br />Matrix Management Cross Functional team: This team, along with the Operations Oversight Team are the <br />teams responsible for management and coordination of agency operations. The Operations Oversight Team is a small <br />executive team that conducts planning and review of major operational issues, and functions as background support <br />for the Matrix Management Cross Functional Team. Together these teams are responsible for: <br />Communication, Review and monitoring functions: <br />1. Review of identified performance indicators against targets <br />a. Research indicators which are falling below minimum thresholds <br />b. Identify problems or obstacles <br />c. Implement plans of correction for performance problems <br />2. Cross Functional Team Reporting <br />a. Workplans for each team: progress, barriers, needs <br />b. Indicators monitored by the team <br />c. Key decisions made at the team level <br />d. Problems Identified <br />3. Department reports <br />a. Workplans: progress, barriers, needs <br />b. Indicator monitoring <br />c. Key decisions made at the department level <br />d. Problems identified <br />Forum for Collaboration, Discussion. Planning, Decision Making and Development/Approval of Operational <br />Procedures: <br />1. Discussion of critical issues <br />2. Issues identified by MT members that are brought for information, discussion, resolution. <br />3. Operational planning to develop strategies to address the strategic plan, work plan of the MT, <br />external requirements, or critical issues. <br />4. Issues requiring action (decisions, plans to address) that cannot be determined at the department or <br />Cross-Functional team level. <br />5.
