(42) Pretreatment or Treatment. s}isN-tties» The reduction of the amount of pollutants, the elimination of pollutants, or the alteration of the nature of pollutant properties in wastewater to a less harmful state prior to or in lieu of discharging or othenvise inhoducing such pollutants into a POTW. The reduction or alteration can be obtained by physical, chemical an~ or biological processes, or process changes or other means, except by diluting the concenffation of the pollutants unless al]owed by an applicable pretreatment standard. (43) Pretreatment Program. shap-n3ean The program for the control of pollutants introduced into the POTW from non-domestic sources which was developed by WSACC in compliance with 40 CFR, 403.8 and approved by the State as authorized by N.C.G.S. 143-2153(al(14) in accordance with 40 CFR 403. ll . (44) Pretreatment Requirements. s4isl~ean Any substantive or procedural requirement related to pretreatment, other than a preffeatrnent standard. (45) Pretreatment Standards or Standards. °'~°"~„o°°° •'~° Prohibited discharge standazds, categorical pretreahnent standards, and local limits. (46) Process Wastewater. sl3all-mean Any water which, dwing manufacturing or processing, comes 6nto direct contact with or results from the production of or use of any raw material, intermediate product, finished product, byproduct, or waste product. (47) Properly Shredded Garbage. sHeN-naet~x The wastes from the preparation, cooking and dispensing of food that hsve been shredded to such degree that all particles will be carried freely under the flow conditions normally prevailing in public sewers, with no particle greater than one-half inch in any dimension. (48) Publicly Owned Treatment Works (POTW), s13a11-n~e~t A treahnent works (or a combination thereo as defined by Section 212 of the Act, (33 U.S.C. 1292) which is owned in this instance by WSACC. This definition includes any devices or systems used in the collection, storage, treahnent, recycling, and reclamation of municipal sewage or industrial wastes of a liquid nature. It also includes sewers, pipes, and other conveyances enly-i€4key which convey wastewater to the POTW treatment plant, plant apd sewer maintenance nersonnel. and microorganisms associated with the treatment urocess itsel£ For the purposes of this ordinance, "POTW" shall also include any sewers that convey wastewaters to the POTW from persons ouuide WSACC who aze, by contract or agreement with WSACC, or in any other way, users of WSACC's POTW.
