Memorandum <br />To: John Day, County Manager <br />Board of County Commissioners <br />From: Loretta A. Lee, Budget & Performance Manager <br />Date: August 28, 2007 <br />Subject: School Resource Offuer Condact <br />The Sheriff has been providing school resource officers (SROs) for Cabarrus County Schools (CCS) <br />for over 10 yeazs. There has been no contract, and reimbursement has remained the same from yeaz- <br />to-yeaz even though number of officers has increased. In an effort to get terms updated and in <br />writing, staff has held discussions with representatives of CCS and formulated the enclosed contract. <br />For FY 08, the Sheriff is providing six officers-three to middle schools and three to high schools. <br />The school system gets an allotment from the State for high school SROs, but no funding for middle <br />schools. Staff's recommendation is that CCS reimburse the County the actual amount allotted by the <br />State for high school SROs and the County provide the middle school SROs as an in-kind service. To <br />bill CCS the actual cost of all the SROs would eventually amount to increased appropriation from the <br />County to make the payment. <br />The contract spells out these terms and uses the annual State Planning Allotment as the amount to be <br />billed per officer per year. <br />Enclosure <br />cc: Sheriff Brad Riley <br />F d <br />
