Bonds, Clerk, to the Board. <br /> <br />Chairman Freeman called the meeting to. order at 6:35 p.m. <br /> <br />commissioner Privette gave the invbcation. <br /> <br />Closad Sassi.on <br /> <br />OPON ~~ION of Commissione~ Privette, seconded by Commissioner Carruth <br />and unanimously c.rried, the Board moved to go into Closed session to discuss <br />a personnel mau.tar and to consult with the Attorney regarding pending or <br />threat"eI'led li~ig.ation as authorized by North carolin<=!- General Statute (NCGSl <br />l43-3lB.1l Cal (3) (6). . . <br /> <br />UPON MOTION of Commissioner Carpenter, seconded by Commissioner ~arruth <br />and unanimously carried, t~e Boar4 moved to come out of the Closad Session. <br /> <br />No action wa~ reported from the Closed"Session. <br /> <br />Personnel ~aqemBnt Pol~cy <br /> <br />.Mr. cummings' reviewed the Personnel Management Programs established in <br />1994 ~hat included the following: (11 Jinnua"l cost of living all,?w:"-Bce .~COLAt <br />review and adjustment, based on the Consumer Price Index (CPI) or the <br />previous cale-nd'ar year,' (2) A salary study every two y.ears to compare County <br />'salaries for ;Like jobs in surrounding areas and with .sHuilar gove'i;ninent <br />entides; (3) A fOlK benefit to aU. employees; and (4) Me:tit, based on <br />perforll:lanc~) and oareer dev~lopment pay plans. .He stated th~ .pl:oqraml:! have <br />wor)o:.ed ~ell for t~'e Coqnty, pr:ovidihg a sense of anifot:mity and consistency <br />for employees. Mr. Cummings p;cesented a propcs~l to eliminatte the development and <br />merit plans and c;-eate a single merit plan for all .employees.' Mer;i.t pay <br />increases ~6ul.d ra;nge from' 0.5 percent to 5 percent bas~d on' an ~mp'loyee' s <br />annu~~ performance ievaluation. " ' <br /> <br />Mr. Day remihded the Board of action taken in January 2003 to freeze <br />all developJ:llent an4 merit increases fox IT 2003-;2004. He recommended that' the <br />merit program a~. p~esente4 by Mr. Cumrn~ngs be effec~ive Juiy.l,' 20p4. <br /> <br />The Board di.;cussed the amount of the increase that an employee cou;Ld <br />receive d.uring one year.
