I After discussion concerning t.he Personnel Ordinance and the vesting of rights, it was generally' agreed ~hat all curr~nt employees should be "gzandfathered'" under the' existing requirements for retirees to quali~y for Couri~y paid health insurance. Further: the Board placed a cap of ten pe:::cent. on the .amount of increase that an employee can r~ceive during a fiscal year.
