Little, Director <br />Cabarrus County Parks and Recreation Department <br /> <br />Subject: <br /> <br />Odell Youth Athletic Facilities Replacement Proposal <br /> <br />The Odell Recreation Association is one of the largest volunteer youth athletic <br />associations in Cabarrus County. This association currently utilizes the four youth <br />athletic fields at the Odell Elementary School, as well as the temporary baseball field at <br />Harris Road Middle School for games and practices. According to Cabarrus County <br />School officials, plans after Fall, 2007 or the latest by January, 2008, the current Odell <br />Elementary School site will be available for other purposes. <br /> <br />Cabarrus County staff has reviewed options available for the replacement of the youth <br />athletic fields for the current Odell School/Park site. The first option reviewed was the <br />Harris Road Middle School site. Due to extensive grading expenses, wetland <br />restrictions, and accessibility issues/expenses, Cabarrus County eliminated this site <br />from future consideration. Cabarrus County Board of Education approved to construct a <br />single multipurpose athletic field at the Odell replacement elementary school site off <br />Harris Road. <br /> <br />Cabarrus County staff also reviewed other potential construction options for these <br />replacement facilities: <br /> <br />1. Construct athletic facilities at another school/park site. <br />2. Construct athletic facilities at a new park site. <br /> <br />With the high cost of land in the Northwest Cabarrus District, Cabarrus County explored <br />land owned by Cabarrus County or by Cabarrus County Board of Education. After this <br />review, the best-suited available land is the vacant undeveloped land located behind <br />Cox Mill Elementary School. For the past several months, a committee composed of <br />representatives from Cabarrus County Schools, Cabarrus County and youth league <br />officials has designed a new youth athletic complex for the Cox Mill Elementary School <br />site. Five major issues were preliminary challenges: <br /> <br />1. Authority to cross the major gas transmission line; <br />2. Determine if site has wetlands or not; <br /> <br />-F-2. <br />
