Address concerns with proposed complex adjacent to Clark Creek <br />Blue Heron Rookery/Wetlands. <br />5. Design multi-number of youth athletic facilities for the fastest growing <br />area of Cabarrus County. <br /> <br />On the issue of authority to cross the major gas transmission line, North <br />Carolina Natural Gas Company representative stated they have no <br />problem with the proposed project. Encroachment permission will be <br />required from the gas company to allow Cabarrus County to cross this line <br />and to alloYv' installation of utilities. General Requirements were provided <br />to Cabarrus County allowing contractors to perform careful digging near <br />their gas line. School officials recommended that the contractor perform <br />the digging Mar the transmission line while the school children are not in <br />school. <br /> <br />On the issue of wetlands, WK Dickson Consultants have determined no <br />wetlands are within the project site. All design and construction are above <br />the wetlands area of Clark Creek. Approximately one half of this project is <br />within the flcpod plain area. Parking lots, concession/restroom building, <br />baseball/softball facilities are above the flood plain of the site. <br /> <br />On the issue of public accessibility to the facilities, the proposed plan <br />recommends the fOllowing: centralized parking lots with accessible <br />number of parking spaces, accessible five-foot wide sidewalk from <br />school/parking lot to each athletic field and park benches to be located <br />throughout the project.
