Address concerns with proposed complex adjacent to Clark Creek
Blue Heron Rookery/Wetlands.
5. Design multi-number of youth athletic facilities for the fastest growing
area of Cabarrus County.

On the issue of authority to cross the major gas transmission line, North
Carolina Natural Gas Company representative stated they have no
problem with the proposed project. Encroachment permission will be
required from the gas company to allow Cabarrus County to cross this line
and to alloYv' installation of utilities. General Requirements were provided
to Cabarrus County allowing contractors to perform careful digging near
their gas line. School officials recommended that the contractor perform
the digging Mar the transmission line while the school children are not in
school.

On the issue of wetlands, WK Dickson Consultants have determined no
wetlands are within the project site. All design and construction are above
the wetlands area of Clark Creek. Approximately one half of this project is
within the flcpod plain area. Parking lots, concession/restroom building,
baseball/softball facilities are above the flood plain of the site.

On the issue of public accessibility to the facilities, the proposed plan
recommends the fOllowing: centralized parking lots with accessible
number of parking spaces, accessible five-foot wide sidewalk from
school/parking lot to each athletic field and park benches to be located
throughout the project. Concession/restroom facility will be located
adjacent to parking lot and athletic facilities.
. centraliz~d parking lots/roadway
. accessibl~ sidewalk system for entire complex
. park benChes

Accessible Issues Total

(+) 91,260
(+) 76,896
(+) 5.000
$173,156

On the issu~ of the concerns of impact to the Clark Creek Blue Heron
Rookery/wet lands by this project, the revised project scope includes the
folloWing:
· plant a bl,lffer landscaping along the rear of the site
. rain gard+n for water quality
· install lighting shields on athletic light fixtures
· install light structure system with 40% less fixtures
<ilnd 50% 'less electrical cost (further reduces glare from Iights)(+) 57,790
· change parking lot composition from asphalt to gr<ilvellot (--) 31,130
. add soil amendments such as natural organic materials to turf
are<ilS instead of st<ilndard fertilizers.
