February 1, 2006

To

Mr. John Day, Cabarrus County Manager
Mr. Mike Downs, Cabarrus County Deputy Manager
Cabarrus County Board of Commissioners

From:

Mr. Steve L. Little, Director
Cabarrus County Parks and Recreation Department

Subject:

Request for Building Specifications Modifications (Enlargement of
Gymnasiums) for the Proposed Furr/Boger Elementary Schools

This letter is a formal request to the Cabarrus County Board of Commissioners and the
Cabarrus County Board of Education to modify the building specifications (enlargement
of gymnasiums) for the proposed Carl Furr and Charles E. Boger Elementary Schools.
The Cabarrus County Board of Education and the Cabarrus County Board of
Commissioners have jointly agreed to the importance of utilization of the school/park
concept in planning new schools in Cabarrus County.

The proposed plans for the physical education room or gymnasium for these two
schools are inadequate in size for community utilization. The major concern is the
overall length of the actual playing surface for the basketball court The proposed
change is to increase the gymnasium playing floor size in length from 66 feet to 80-84
feet (National/State standard is 84 ft.). These size modifications will be necessary to
allow for safe and adequate play for youth basketball programs.

The Odell Recreation Association is one of the largest volunteer youth athletic
associations in Cabarrus County. This association currently utilizes the Odell
Elementary School for their games and practices.

According to Cabarrus County school officials, plans after Fall, 2007 or the latest by
January, 2008, the current Odell Elementary School Site will be available for other
purposes.

Due to limited available practice/game time at the middle school/high school facilities,
the enlargement to elementary school gymnasiums is vital to the success of the future
youth athletic basketball program in the Northwest Cabarrus District. The current Odell
Elementary School is the only enlarged gymnasium in the Northwest Cabarrus District:

FIG
