<br />· Contractor Strip Vegetation, Excavate Base Grades to Generate Enough Material to <br />Construct the Perimeter Berm for Phase I and II. <br />· CDM Monitor Berm Construction and Provide CQA Testing <br />· County Finish Excavation of Base Grades in Phase I <br />· County Finish Ditching and Rip Rap, Seeding and Mulching <br />· CDM Supervise MW Installation and GW Sampling and Prepare Report <br />· CDM Prepare CQA Report/Certification for Permit to Operate Phase I <br />· County Begin Disposal in Phase I <br />· County Finish Phase II <br />· CDM Prepare Supplemental CQA Report/Certification for Permit to Operate Phase II <br /> <br />The detailed scope of services to complete the above recommended sequence is presented <br />below. <br /> <br />TASK 1 - PIEZOMETER ABANDONMENT SERVICES <br /> <br />CDM will coordinate abandonment of eleven (11) piezometers located within or immediately <br />adjacent to the proposed C&D Landfill expansion area. Piezometer locations are identified as B- <br />2/ B-8 and 8D, B-9, B-lO, B-ll, B-12, B-14, B-15, M-4 and P-9. Piezometer location B-13 is to be <br />converted into a permanent groundwater monitoring well for the new C&D landfill, in <br />accordance with the approved Groundwater Monitoring Plan and will therefore not be <br />abandoned. CDM will contract with a drilling subcontractor to provide these services. Drilling <br />costs are included in this task. Well abandonment will be performed in accordance with Title <br />I5A NCAC Subchapter 2C - Well Construction Standards. The drilling subcontractor shall <br />provide abandonment logs in conjunction with CDM oversight during abandonment. CDM will <br />review and submit the abandonment logs along with a certification letter to NCDENR stating <br />that piezometer abandonment has been completed in accordance with Title I5A NCAC <br />Subchapter 2C - Well Construction Standards. An estimated total footage for abandonment has <br />been approximated at 350 feet. Should abandonment exceed this approximated footage, CDM <br />will be entitled to seek additional funding for reimbursement of additional drilling costs. <br />Previous survey information will be used to locate the piezometers and to document their <br />location following abandonment. Should additional survey be needed, this will be provided at <br />an additional cost to the County. <br /> <br />TASK 2 - MONITORING WELL INSTALLATION <br /> <br />Prior to placement of waste in the new C&D landfill expansion area, four (4) new groundwater <br />monitoring wells, designated as CD-ID, CD-2, CD-3 and CD-4, must be installed and sampled at <br />the locations described in the approved Groundwater Quality Monitoring Plan. Existing <br />piezometer location B-13 will be converted into permanent groundwater monitoring well location <br />CD-I, to serve as the shallow background well location for the C&D landfill expansion. CD-ID is <br />to be installed as the deep monitoring well location adjacent to CD-I, as part of a nested pair. <br />Individual monitoring well locations CD-2, CD-3 and CD-4 shall be installed adjacent to the west, <br />south and southeast perimeter boundary of the proposed C&D landfill expansion, respectively, in <br />accordance with the approved Groundwater Quality Monitoring Plan.
