<br />supervise drilling operations and provide oversight during monitoring well installation and <br />development of each new well location. <br /> <br />If the total drilling footage exceeds the estimated amount, CDM will be entitled to additional <br />compensation. Access to proposed new monitoring well locations, including bulldozed roads (if <br />required), will be provided by the County prior to drilling operations for each location. <br />Assistance will also be provided by the County during drilling operations (as needed) to move <br />around the site. COM will be entitled to additional compensation if assistance is not provided <br />in a timely manner. If for any reason this is not a workable option, then the drilling contractor <br />will be required to provide a bulldozer. This cost is not included in this Amendment and, if <br />required, will be passed through directly to the County. CDM will prepare installation logs for <br />each of the new groundwater monitoring well locations and will record water levels in each of <br />the monitoring wells following their installation. <br /> <br />Groundwater samples will be analyzed for the North Carolina Appendix I volatile organic <br />compounds (VOCs) and RCRA metal constituents. An Initial Sampling Report will be prepared <br />and submitted to the Solid Waste Section (SWS) documenting installation of the new monitoring <br />wells and the initial groundwater quality sampling results. In addition, one surface water sample <br />will be collected and analyzed from sample location SW-3. Following the initial sampling, each of <br />the new monitoring well locations will be incorporated into the semi-annual sampling program. <br /> <br />CDM will subcontract both drilling and analytical laboratory services under Task 2. The costs <br />for these subcontracted services are included in this task. The location and elevation of each new <br />monitoring well will be surveyed by a Registered Land Surveyor. CDM will retain the services <br />of a surveyor to provide coordinates and elevations for each of the completed monitoring wells. <br /> <br />TASK 3 - SERVICES DURING INFORMAL BIDDING <br /> <br />CDM will coordinate the informal bidding process with selected contractors identified by <br />Cabarrus County for construction of the proposed C&D landfill expansion. Included in the <br />bidding services will be the preparation of a Request for Proposal (RFP) which will include all <br />the work associated with the expansion. COM will determine bid items along with estimated <br />quantities for informal bidding purposes and prepare performance specifications and drawings <br />for submittal with the RFP. COM will review the submitted bids, negotiate costs, and <br />recommend the selection of a contractor. COM will then subcontract with the selected contractor <br />and serve as the General Contractor for the C&D Landfill expansion project. A time frame will <br />be included in the informal bid package identifying the number of days during which the <br />Contractor must complete work. CDM shall be compensated for additional engineering services <br />should the selected contractor exceed the specified number of days to complete work. <br /> <br />TASK 4 - SERVICES DURING CONSTRUCTION <br /> <br />CDM shall provide construction management services during construction of the new C&D <br />landfill expansion at the Cabarrus County Solid Waste Management Facility.
