All consulting team members have <br />excellent academic credentials and hands-on local government human <br />resources management experience. <br /> <br />John T. Maxwell, Senior Vice President <br />Mr. Maxwell "will be the project director and chief on-site consultant. He <br />has 29 years' experience in municipal government management and <br />consulting. He holds a bachelor's degree in Industrial and Labor <br />Relations and a master's degree in Public Administration. As the new <br />Assistant City Manager, Mr. Maxwell participated in establishing the <br />organization structure, staffing pattern, financial and data processing <br />systems, personnel program, employee recruitment, purchasing policies, <br />ordinances, comprehensive plan, land use, zoning and development <br />regulations, as well as numerous policies and procedures required to <br />operate the municipal government. <br /> <br />Roger M. Scott, Senior VIce President <br />Mr. Scott will be the classification consuitant. Mr. Scott has 33 years' <br />experience in municipal government management and consulting. He <br />has a Bachelor of Science degree in Public Administration from the <br />Virginia Polytechnic Institute and State University (Virginia Tech). As a <br />municipal management consultant, Mr. Scott performs personnel, <br />staffing and organization and management improvement studies for large <br />and small communities throughout the southeastern United States. He <br />has also been actively involved in government consolidation studies <br />where his extensive knowledge of all facets of municipal government has <br />been helpful in developing efficient and effective organizational <br />structures and staffing patterns. <br /> <br />Sharon G. Klumpp, VIce President <br />Ms. Klumpp will be the primary compensation consultant. She has <br />extensive human resources experience having served as a manager for <br />three diverse communities and as executive director of a seven-county <br />regional planning agency.
