Page 2 of 11 6. Reimbursement of Service Costs. As of the last day of each calendar month during the existence of this contract, the Agency shall submit to the Council a monthly report of expenditures specifically authorized in the Agency's Senior Community Service Employment Program Budget Summary (attached hereto as Exhibit A) and actually made by the Agency through the said month. Subject to the Council's right to verify the accuracy of the report and the satisfactory performance of the work evidenced thereby, the Council will make payments to the Agency as the work progresses. The Agency will be reimbursed an amount equal to ninety oercent 190%1 of the total disbursements of the Agency to date, less all previous progress payments made pursuant hereto. In no event will the Agency be reimbursed federal grant funds in an amount which exceeds, in the aggregate, the maximum compensation payable pursuant to paragraph 5. 7. Collection of Non-Fedpral Matchina Resources. Recognizing its obligation to provide matching resources under this agreement, the Agency hereby agrees to secure and contribute to the Project local matching resources of not less than ten oercent 110%1 of the total Project costs. In no case shall the local match directly or indirectly consist of federal funds from any source nor may any of the funds paid the Agency hereunder be used to match any other federal funds. (The amounts and sources of the non-federal match are described in the Agency's signed "Commitment of Financial Support and Coo.perative Activitie.s".) 8. Aaencv's Personnel. The Agency represents that it has, or will secure all personnel reqUired to perform the services provided for under this contract Such personnel shall not be employees of the Council, nor shall such personnel have been employees of the Council during any tirtle within the twelve (12) month period immediately prior to the date of this contract, except with the express prior written consent of the Council's Executive Director. The Agency shall procure a fidelity bond for all persons authorized to receive or disburse 'Project funds. Agency's personnel having access to property or funds belonging to any clients served under this contract should also be bonded in an amount of at least $1 Q,OOO. Public agencies shall procure a public employees' faithful performance blanket bond. Non-governmental agencies shall procure either a blanket fidelity bond or a name schedule fidelity bond. The bond limit for persons authorized to receive and disburse grant funds shall be the lesser of the amount of compensation specified in paragraph 5 or $100,000. 9. Aooroval of Subcontrllct or Assianabilitv. The Agency shall not assign all or any portion of its interest in this contract, nor shall any of the work or services to be performed under this! contract by the Agency be subcontracted, without the prior written approval of 'the Council. Federal funds shall not be awarded to any subreceipients who have been suspended by the Federal government In addition, Federal funds may not be used to purchase goods or services costing over $100,000 from a vendor that has. been suspended or debarred from Federal grant programs. 10. Monitorina. Review anti Coordination. To insure adequate review and evaluation of the work and proper coor~ination among interested parties, the Council shall be kept fully informed concerning the progress of the work and services to be performed hereunder.
