<br />Page 2 of 11 <br /> <br />6. Reimbursement of Service Costs. As of the last day of each calendar month during the <br />existence of this contract, the Agency shall submit to the Council a monthly report of <br />expenditures specifically authorized in the Agency's Senior Community Service <br />Employment Program Budget Summary (attached hereto as Exhibit A) and actually <br />made by the Agency through the said month. Subject to the Council's right to verify the <br />accuracy of the report and the satisfactory performance of the work evidenced thereby, <br />the Council will make payments to the Agency as the work progresses. The Agency will <br />be reimbursed an amount equal to ninety oercent 190%1 of the total disbursements of <br />the Agency to date, less all previous progress payments made pursuant hereto. In no <br />event will the Agency be reimbursed federal grant funds in an amount which exceeds, <br />in the aggregate, the maximum compensation payable pursuant to paragraph 5. <br /> <br />7. Collection of Non-Fedpral Matchina Resources. Recognizing its obligation to provide <br />matching resources under this agreement, the Agency hereby agrees to secure and <br />contribute to the Project local matching resources of not less than ten oercent 110%1 of <br />the total Project costs. In no case shall the local match directly or indirectly consist of <br />federal funds from any source nor may any of the funds paid the Agency hereunder be <br />used to match any other federal funds. (The amounts and sources of the non-federal <br />match are described in the Agency's signed "Commitment of Financial Support and <br />Coo.perative Activitie.s".) <br /> <br />8. Aaencv's Personnel. The Agency represents that it has, or will secure all personnel <br />reqUired to perform the services provided for under this contract Such personnel shall <br />not be employees of the Council, nor shall such personnel have been employees of the <br />Council during any tirtle within the twelve (12) month period immediately prior to the <br />date of this contract, except with the express prior written consent of the Council's <br />Executive Director. The Agency shall procure a fidelity bond for all persons authorized <br />to receive or disburse 'Project funds. Agency's personnel having access to property or <br />funds belonging to any clients served under this contract should also be bonded in an <br />amount of at least $1 Q,OOO. Public agencies shall procure a public employees' faithful <br />performance blanket bond. Non-governmental agencies shall procure either a blanket <br />fidelity bond or a name schedule fidelity bond. The bond limit for persons authorized to <br />receive and disburse grant funds shall be the lesser of the amount of compensation <br />specified in paragraph 5 or $100,000. <br /> <br />9. Aooroval of Subcontrllct or Assianabilitv. The Agency shall not assign all or any <br />portion of its interest in this contract, nor shall any of the work or services to be <br />performed under this! contract by the Agency be subcontracted, without the prior <br />written approval of 'the Council. Federal funds shall not be awarded to any <br />subreceipients who have been suspended by the Federal government In addition, <br />Federal funds may not be used to purchase goods or services costing over $100,000 <br />from a vendor that has. been suspended or debarred from Federal grant programs. <br /> <br />10. Monitorina. Review anti Coordination. To insure adequate review and evaluation of the <br />work and proper coor~ination among interested parties, the Council shall be kept fully <br />informed concerning the progress of the work and services to be performed hereunder. <br /> <br />F-B <br />
