<br />REQUEST FOR QUALIFICATIONS <br /> <br />CABARRUS COUNTY, NORTH CAROLINA <br /> <br />December 20, 2004 <br /> <br />INTRODUCTION <br /> <br />On December 20, 2004 the Cabarrus County Board of Commissioners enacted a six <br />month moratorium on the approval of new major residential subdivisions. The purpose <br />of the moratorium is three fold. <br /> <br />1. Review and update subdivision design requirements <br />2. Develop commercial, office, and mixed use development design standards <br />3. Make adjustments to the County zoning map <br /> <br />The process will be split into two distinct elements outlined below. The first dealing with <br />residential design and the second commercial and mixed use design. Each segment will <br />have its own steering committee and public workshop/charrette process so participants <br />can concentrate on their area of interest. In addition, the County has invited each ofthe <br />municipalities in the County to participate in the planning process. <br /> <br />To complete the planning process within the six month time frame Cabarrus County may <br />hire more than one consultant. This decision will depend on the expertise of the <br />consulting firms that submit qualifications and their availability. <br /> <br />With the above in mind we encourage consulting firms to submit qualification statements <br />in one or both ofthe areas outlined below. For consideration, submissions shall be <br />received no later than January 5th, 2005. It is anticipated that invitations for interviews will be <br />extended the week of January 10th and that interviews will take place during the week of <br />January 1 ih. At the interview, consultants will be given 20 minutes to make a <br />presentation on their approach to the issues outlined below. <br /> <br />1 <br />
