<br />10 <br /> <br />and must include, at a minimum, the following: 1) An estimation of traffic <br />generated. 2) An estimation of trip distribution to and from the development. 3) <br />An analysis of the existing road system serving the development (to the nearest <br />major intersections) and the effect of the development on that system. 4) A <br />listing of proposed improvements, both on and off-site, and their effect on the <br />existing system." He said those are the four elements that have to be in the <br />Traffic Impact Analysis. <br /> <br />Mr. Griffin said they seem to have done that. He said it is not doing the Board <br />any good to beat up on these folks. <br /> <br />Mr. Starnes said essentially what they are seeing here is that the avalanches has <br />already started and this is just another few levels. <br /> <br />Mr. Lancaster asked Mr. Lentz about the turning lanes on Highway 73 that we <br />keep hearing about. He asked when are they slated to be done? <br /> <br />Mr. Lentz said as he understands it the North Carolina Moving Ahead Project was <br />to be completed by December 2005. The Moss Creek improvements are related <br />to the connection onto Odell School Road. <br /> <br />Mr. Lancaster said that did not an~~~1.. question. He asked when is the <br />intersection going to be fixed at Hi~~ and Odell School Road. <br /> <br />Mr. Lentz said December 2005.~ said the DOT project will be done by then. <br />You will have turn ianes on Highway 73 both directions and you will have turn <br />lanes left on both directions of Odell School Road. The Moss Creek <br />responsibilities are to extend the length of those turn lanes. <br /> <br />Mr. Lancaster said we know the time frame on the DOT, but we do not know the <br />time frame on Wellington Chase. <br /> <br />Mr. Lentz said that would happen when they start construction and he does <br />know when they plan to do that. <br /> <br />The Chair said he has a problem the letter from Robert Kluttz and the Adequate <br />Public Facilities Ordinance. He said in the letter that Mr. Kluttz wrote to Ms. <br />Nicole Storey he made a statement in there that concerns him. The statement is <br />"The potential growth generated by these proposed subdivisions is not included <br />in our 15 year facility plan." The Chair said which means no matter what <br />happens we are not going to have any place to put the kids in school. It is not <br />programmed, it is not there. He said he would find it very difficult in his heart to <br />approve something where we did not have a chance of having adequate facility <br />after we just got done approving a $94,000,000 bond issue to build schools and <br /> <br />"f;:- ( <br />
