<br />Planning and Zoning Commission Minutes <br />Aorll 21. 2005 <br /> <br />Page 26 <br /> <br />Ms. Kassie Goodson,! Planner addressed the board presenting Petition C05-02(R- <br />CU) and staff repori stating this petition was tabled at last months meeting <br />because Mr. Misenheimer wanted to get some more information about the <br />concrete plant that he is proposing for this site. <br /> <br />The Chair swore in Mr. Donald Misenheimer, Mr. Larry Hunter, Mr. William <br />Isenhour, Mr. William Holyfield, Mr. Terry Harris, Mr. Butch Loflin, Mr. Larry <br />Thompson, Mr. Kee Hunter and Ms. Kassie Goodson. <br /> <br />Mr. Donald Misenheirper, Applicant addressed the board stating he wants to put <br />in a small batch plant to do his concrete for subdivisions and to build panels for <br />houses. He said he has some neighbors here with him tonight. Butch Loflin is <br />the man he bought the concrete plant from. Larry Thompson with Thompson <br />environmental is going to speak to some of the issues on environmental. Terry <br />Harris who is a bridg$ builder with NCDOT who is now an individual consultant in <br />doing highways and pridges. Mr. Misenheimer presented a picture to the board <br />of his plant that he p~rchased from Mr. Loflin at an auction. <br /> <br />The Chair said to Mr. Misenheimer this is the third time he has been before this <br />board. He said this has been his problem all along, when he first came before <br />the board he was doing like a personal concrete plant. The Chair said maybe he <br />is wrong, but that looks like a major concrete plant to him. He said he does not <br />quite understand wh~t he is doing. The Chair said when Mr. Misenheimer first <br />came to the board it was suppose to be just a personal concrete plant so he <br />could work on his bU$iness park. <br /> <br />c c <br />Mr. Misenheimer said the plant would be his. He said Butch actually had three <br />tanks because it give$ him the ability to buy larger quantities of cement and hold <br />it when he wasn't aqle. Mr. Misenheimer said all he would need is the smaller <br />250 barrel tank. He !said the reason he purchased this plant is because he did <br />not have a tremendo~s amount of money. He had been to the world of concrete <br />industry and he talk~d to people who had plants and those plants run from <br />$100,000 to $300,OOP or $400,000. Mr. Misenheimer said he bought this plant <br />for $27,000 because it was cheaper. <br /> <br />, <br />Ms. Burns asked Mr. [Misenheimer is this plant still for his personal use or is he <br />going to expand outside of his personal use. <br /> <br />Mr. Misenheimer saidfhis intent is to use this plant to do the drives, the pads, the <br />sidewalks and the co~crete.
