Mr. Thompson said his <br />background is he is a: biologist; he spent 10 years in public health as agent of the <br />State enforcing the State general statues and the past 5 years employed as <br />environmental supervisor with North Carolina Department of Transportation as <br />well as owner and president of Thompson Environmental Consultant. Basically <br />what we are talking aibout with concrete he know we are talking about aesthetics <br />more than anything else at this meeting. If there are environmental concerns <br />we are talking abouta basic material when cured is inert. We have aggregate <br />and we have portlartd cement. There is nothing really hazardous about the <br />material itself., Mr. Thompson said after hearing what he is hearing and working <br />for NCDOT on HighwGlY 24/27 with the amount of truck traffic there is out there, <br />you do not take lightly just pulling off on the side of the road and doing his work. <br />It is intense traffic arild it is mostly heavy trucks. As far as subdivisions going <br />there you are going to have access issues on 'that major NC route. Mr. <br />Thompson said he is here to answer any questions the board may have. <br /> <br />Mr. Thompson said he would like to address the concrete walls. He said <br />concrete walls cannot be to long because of the structural Integrity. You cannot <br />haul those things wi~hout certain lengths' it just will not stand up on highway <br />traffic. <br /> <br />Mr. Griffin said the first session that we heard this proposal the major concern <br />voice by the people Who live near by was environmental impacts. There were <br />visions of concrete mix running into the streams nearby and dust clouding the <br />whole area and those types of things. He said what he hear from him and the <br />gentleman that runs ai similar plant is you said that is a none issue. <br /> <br />Mr. Thompson said it [is a none issue. He said in this case Mr. Misenheimer will <br />be dealing with Cabar~us County Soil and Erosion Control. But, water quality and <br />air quality he is goIng to have a none point discharge eliminate system <br />inspections that he h~s to do. He said out of all the things he could possibly <br />want to get into and try to destroy the environment this is one where it is not <br />going to happen. Con~rete can only go so far when it does cure it is inert. <br /> <br />I <br />Mr. Moore said just a~ a point for clarification this is not an aesthetics' issue this <br />is a zoning issue. He $aid it is the fact that the land is not zoned for this.
