He had relied on subcontractors and he is the <br />type of individual who tries to get things done himself. Mr. Holyfield said Mr. <br />Misenheimer secured the paving equipment to build roads that will meet or <br />exceed NCDOT's specification from a construction standpoint. In essence if he <br />does get to the point once the subdivision is built-out as he understands it the <br />machinery is capable with adaptation to finish perfectly flat slabs for the <br />buildings and for future possibilities of panels. He said the basis was from a <br />standpoint was for Mr. Misenheimer to self perform and not rely on <br />subcontractors. Once he got the paving equipment he secured the plant with <br />the intention of doing all of this himself. <br /> <br />Mr. William Isenhour addressed the board in opposition to this rezoning stating <br />we have been listening to the sale of concrete, the construction of concrete and <br />we have missed the whole point that they have bee'n having meetings about the <br />environmental side of the whole thing. He said he have looked at the pictures of <br />the land. He said he got the information that they are going to annex it the first <br />of June. Mr. Isenhour said they went to the Midland meeting and they said they <br />do not want the zoning changed. He said he think the board needs to look at <br />the streams in the back of the property. He said the gentleman was right about <br />concrete. Poured cement is poured cement until you put flash in it, until you put <br />calcium in it and when you put other chemicals in it that goes into making <br />concrete it gets hard and it is kindly like putting vinegar and soda together. Just <br />poured cement is not going to hurt you but when you put the rest of those <br />additives that goes into that poured cement it will make the cement hard. Mr. <br />Isenhour said he does not want to see it go into streams. <br /> <br />Mr. Kee Hunter addressed the board in opposition to this rezoning stating his <br />equipment does not look like top notch equipment. He said his biggest concern <br />is the future of care production of concrete out of there. Mr. Misenheimer has <br />been fined on the silk run-off onto the road. He said it is going to affect the <br />value of property. <br /> <br />Mr. Misenheimer addressed some of the pictures that Mr. Hunter showed to the <br />board. He said the people said that someone called and asked that they come <br />out and shut him down for putting the street in. Mr. Misenheimer said he went <br />to NCDOT and got a driveway permit he went to the county and they signed it <br />off to put a driveway in. He said they came out and told him he was in violation <br />not that he had an actual violation but that he did not have a permit. They came <br />out and shut him down. He said he went before the board and asked for a <br />hearing. The county attorney said he was not in violation and that he had two <br /> <br /> <br />G~5 <br />
